No dia 25 de abril de 1974, a capital portuguesa despertou com o ruído das chaimites que percorriam as ruas sob o olhar estupefacto dos seus habitantes. Um golpe militar, que tomou de surpresa Portugal e o mundo, derrubou, em poucas horas, o regime que vigorara durante mais de quatro décadas. O renovado poder político, constituído, no imediato, por oficiais dos três ramos das Forças Armadas, manifestou prontamente a intenção de promover a democratização do país. Nessa manhã de primavera, os ventos que sopravam sobre a nação mais ocidental do continente europeu anunciavam mudanças profundas num território que acabava de se libertar da égide do autoritarismo. Além-fronteiras, os desafios não eram menos exigentes. Os novos governantes depararam-se, desde cedo, com a necessidade de terminar o longo conflito colonial e de quebrar o isolamento a que Portugal se encontrava remetido. Mas essa era apenas a face mais visível da política externa que urgia colocar em prática. À margem destas prioridades, importava considerar as relações com alguns espaços que se revelavam fundamentais para a diplomacia nacional: África, Atlântico e Europa Ocidental, isto numa altura em que o país assistia à legalização de numerosos partidos, que ocupavam todo o espaço do espectro político, da esquerda à direita. Ao longo dos meses seguintes, enquanto a revolução seguia o seu rumo e prosseguia o debate interno acerca do tipo de regime a implantar, Lisboa viu-se precisamente confrontada com várias opções em matéria de política externa, tendo por objetivo a definição do modelo de inserção internacional a adotar. Perante essa conjuntura, os partidos foram também eles chamados a expor as suas posições neste campo, convergindo em determinados aspetos e divergindo naturalmente em outros. Assim sendo, esta obra pretende justamente aferir a visão partilhada pelos quatro maiores partidos dos alvores da democracia, o PS, o PPD, o PCP e o CDS, quanto às principais opções da política externa portuguesa no decorrer do período revolucionário.

In recent years the agenda of how to ‘deal with the past’ has become a central dimension of the quality of contemporary democracies. Many years after the process of authoritarian breakdown, consolidated democracies revisit the past either symbolically or to punish the elites associated with the previous authoritarian regimes. New factors, like international environment, conditionality, party cleavages, memory cycles and commemorations or politics of apologies, do sometimes bring the past back into the political arena. This book addresses such themes by dealing with two dimensions of authoritarian legacies in Southern European democracies: repressive institutions and human rights abuses. The thrust of this book is that we should view transitional justice as part of a broader ‘politics of the past’: an ongoing process in which elites and society under democratic rule revise the meaning of the past in terms of what they hope to achieve in the present.
