This book explores the uses of the past in foreign policy-making. It outlines why and how political leaders refer to historical events in contemporary foreign policy discourses; the goals they hope to achieve; and the sometimes unintended foreign policy consequences of their (ab)use of historical memory. Furthermore, it looks at how political leaders shape domestic collective memories in pursuit of their international agendas, and highlight historical events leaders forget, reinterpret or obscure through selective narratives. The chapters explore a variety of theoretical concepts that shed light on how memory and foreign policy are linked in a complex and reciprocal way. The following mechanisms are discussed: the application of historical analogies; the construction of historical narratives; the creation of memory sites; the marginalisation and forgetting of the past; and the securitisation of historical memory. Through the use of a number of methodological approaches (such as discourse analysis, narrative analysis and content analysis of securitising moves) and a broad range of qualitative and quantitative data (newspaper articles, policy documents, commemorative speeches, interviews with policymakers and the observation of memory sites), the contributions highlight the interdependence of the international, national, regional and local dimensions of memory practices and history writing. Although they mostly focus on national case studies of foreign policy-making, they also reveal how representations of historical events evolve through interaction between political actors at the international level of analysis. The collection originated in the section entitled ‘Exploring the Link between Historical Memory and Foreign Policy’ at the annual Pan-European Conference of the European International Studies Association (EISA) 2018 held in Prague, the Czech Republic.

This book focuses on the methodology of research on historical memory and contributes to theoretical discussions concerning the use of historical memory as a variable to explain political action and social movement. The chapters of the book conceptualize the relationship between historical memory and national identity formation, perceptions, and policy-making. The findings at archaeological sites in Harpers Ferry, West Virginia are examined by Schackel (U. The shorter (52 pages) of two sections describes Harpers Ferry during the Civil War. Section two, on rebuilding Harpers Ferry after the war, examines issues of race, tourism, economic conditions, the brewery industry, the boardinghouse community, and the creation of memory by Victorian citizens. Although the lives of wealthy residents are chronicled, Shackel uses special care to recreate the history of the poor, who left less evidence for the archaeologist to interpret. Wang Jingwei, poet and politician, patriot and traitor, has always been a figure of major academic and popular interest. Until now, his story has never been properly told, let alone critically investigated. The significance of his biography is evident from an ongoing war on cultural memory: modern mainland China prohibits serious academic research on wartime collaboration in general, and on Wang Jingwei in particular. At this critical juncture, when the recollection of World War II is fading from living memory and transforming into historical memory, this knowledge embargo will undoubtedly affect how China remembers its anti-fascist role in WWII. In Poetry, History, Memory: Wang Jingwei and China in Dark Times, Zhiyi Yang brings us a long overdue reexamination of Wang’s impact on cultural memory of WWII in China. In this book, Yang brings disparate methodologies into a fruitful dialogue, including sophisticated methods of poetic interpretation. The author argues that Wang’s lyric poetry, as the public performance of a private voice, played a central role in constructing his political identity and heavily influenced the public’s posthumous memory of him.
