This book focuses on methods of choice in program evaluation. Credible methods choice lies in the assumptions we make about the appropriateness and validity of selected methods and the validity of those assumptions. As evaluators make methodological decisions in various stages of the evaluation process, a number of validity questions arise. Yet unexamined assumptions are a risk to useful evaluation. The first edition of this book discussed the formulation of credible methodological arguments and methods of examining validity assumptions. However, previous publications suggest advantages and disadvantages of using various methods and when to use them. Instead, this book analyzes assumptions underlying actual methodological choices in evaluation studies and how these influence evaluation quality. This analysis is the basis of suggested tools. The second edition extends the review of methodological assumptions to the evaluation of humanitarian assistance. While evaluators of humanitarian action apply conventional research methods and standards, they have to adapt these methods to the challenges and constraints of crisis contexts. For example, the urgency and chaos of humanitarian emergencies makes it hard to obtain program documentation; objectives may be unclear, and early plans may quickly become outdated as the context changes or is clarified. The lack of up-to-date baseline data is not uncommon. Neither is staff turnover. Differences in perspective may intensify and undermine trust. Credibility theory is applied in property and casualty insurance to perform prospective experiencerating, i.e., to determine the future premiums to charge based on both past experienceand the underlying group rate. Insurance companies assign a credibility factor Z to a specificpolicyholder's own past data, and put 1 − Z onto the prior mean which is the group rate determinedby actuaries to reflect the expected value for all risk classes. This partial credibilitytakes advantage of both policyholder's own experience and the entire group's characteristics,and thus increases the accuracy of estimated value so that the insurance companies can staycompetitive in the market. Faced with its popular applications in property and casualty insurance,this project aims to apply the credibility theory to projected mortality rates from threeexisting mortality models. The approach presented in this project violates one of the conditions,and thus produces the pseudo non-parametric Bühlmann estimates of the forecasted mortalityrates. Numerical results show that the accuracy of forecasted mortality rates are significantlyimproved after applying the non-parametric Bühlmann method to the Lee-Carter model, theCBD model, and the linear regression-random walk (LR-RW) model. A measure of mean absolutepercentage error (MAPE) is adopted to compare the performances in terms of accuracy ofmortality prediction.

Credibility theory is widely used in insurance. It is included in the examination of the Society of Actuaries and in the construction and evaluation of actuarial models. In particular, the Buhlmann credibility model has played a fundamental role in both actuarial theory and practice. It provides a mathematical rigorous procedure for deciding how much credibility should be given to the actual experience rating of an individual risk relative to the manual rating common to a particular class of risks. However, for any selected risk, the Buhlmann model assumes that the outcome random variables in both experience periods and future periods are independent and identically distributed. In addition, the Buhlmann method uses sample mean-based estimators to insure the selected risk, which may be a poor estimator of future costs if only a few observations of past events (costs) are available. We present an extension of the Buhlmann model and propose a general method based on a linear combination of both robust and efficient estimators in a dependence framework. The performance of the proposed procedure is demonstrated by Monte Carlo simulations.
