Crime and the Administration of Justice in Buenos Aires, 1785-1853, analyzes the emergence of the criminal justice system in modern Argentina, focusing on the city of Buenos Aires as a case study. It concentrates on the formative period of the postcolonial penal system, from the installation of the second Audiencia (the superior justice tribunal in the viceroyalty of Río de la Plata) in 1785 to the promulgation of the Argentine national constitution in 1853, when a new phase of interregional organization and codification began. Through analysis of criminal cases, Barreneche shows how different interpretations of liberalism, the changing roles of the new police and the military, and the institutionalization of education all contributed to the debate on penal reform during Argentina's transition from colony to state. Only through understanding the historical development of legal and criminal procedures can contemporary social scientists come to grips with the struggle between democracy and authoritarianism in modern Argentina.

The plebeians of Buenos Aires were crucial to the success of the revolutionary junta of May 1810, widely considered the start of the Argentine war of independence. Workshop of Revolution is a historical account of the economic and political forces that propelled the artisans, free laborers, and slaves of Buenos Aires into the struggle for independence. Drawing on extensive archival research in Argentina and Spain, Lyman L. Johnson portrays the daily lives of Buenos Aires plebeians in unprecedented detail. In so doing, he demonstrates that the world of Spanish colonial plebeians can be recovered in reliable and illuminating ways. Johnson analyzes the demographic and social contexts of plebeian political formation and action, considering race, ethnicity, and urban population growth, as well as the realms of work and leisure. During the two decades prior to 1810, Buenos Aires came to be thoroughly integrated into Atlantic commerce. Increased flows of immigrants from Spain and slaves from Africa and Brazil led to a decline in real wages and the collapse of traditional guilds. Laborers and artisans joined militias that defended the city against British invasions in 1806 and 1807, and they defeated a Spanish loyalist coup attempt in 1809. A gravely weakened Spanish colonial administration and a militarized urban population led inexorably to the events of 1810 and a political transformation of unforeseen scale and consequence.

This study of police governance draws on over ninety interviews conducted with Argentine police officers. In Argentina, a rising fear of crime has led to the politics of Seguridad, a concept that amalgamates personal safety with state security. As a new governing rationale, Seguridad is strengthening forms of police intervention that weaken the democracy. As they target crime, the police have the power to deny rights, deciding whether an individual is a citizen or a criminal suspect - the latter often being attributed to members of vulnerable groups. This study brings together key issues of governance that involve the police, democracy, and the quality of citizenship. It sheds light on how the police act as gatekeepers of citizenship and administrators of rights and law. Here, the rhetoric of Seguridad is seen as an ideological framework that masks inequality and unites "good" citizens. This edited volume explores political violence and genocide in Latin America during the Cold War, examining this in light of the United States’ hegemonic position on the continent. Using case studies based on the regimes of Argentina, Chile, Guatemala, Peru and Uruguay, this book shows how U.S foreign policy – far from promoting long term political stability and democratic institutions – has actually undermined them. The first part of the book is an inquiry into the larger historical context in which the development of an unequal power relationship between the United States and Latin American and Caribbean nations evolved after the proliferation of the Monroe Doctrine. The region came to be seen as a contested terrain in the East-West conflict of the Cold War, and a new US-inspired ideology, the ‘National Security Doctrine’, was used to justify military operations and the hunting down of individuals and groups labelled as ‘communists’. Following on from this historical context, the book then provides an analysis of the mechanisms of state and genocidal violence is offered, demonstrating how in order to get to know the internal enemy, national armies relied on US intelligence training and economic aid to carry out their surveillance campaigns.
