The existence of crime and criminals has seemed to be regarded as the necessary products of social development. Hence no investigations have been prosecuted to* search out the origin and source and cause of this terrible social evil, and ascertain, if possible, upon whom rested the responsibility that criminals were, somewhere in the bosom of society, being constantly educated into a life of crime. This subject is of the deepest moment, and an effort to fathom it can not fail to do good. It will at least open up the inquiry, and point out the mode of its proseca tion. These criminals were once innocent babes, drawmg their life from a mother's breast. They were once in the family, and have come forth from it, not to adorn and bless, but to prey upon society. By whose fault and neglect does this take place? And how can it be prevented, if prevented it can be? In the following'work, I shall endeavorto furnish a solu tion to these all-important questions, by endeavoring to ascertain the origin and cause of crime, and the manner in which these cau'ses may be removed, and the education of criminals prevented. Excerpt from Physical Bases of Crime, a Symposium: Papers and Discussion Contributed to the XXXVIII Annual Meeting of the American Academy of Medicine, Minneapolis, June 14, 1913 The problem of heredity in criminality, as in other connections, cannotbe investigated until other causative factors, such as developmental and environmental conditions, have been eliminated. This has been accomplisht in the work of Drs. Spaulding and Healy, and the outcome of the investigation is that it is yet to be proven that there is a direct inheritance of criminality per se. There is, however, inheritance of predispositions which are responsible for delinquency and crime in succeeding generations. These predispositions are mental or physical, or both. Feeble-mindedness, psychoses, hysteria, epileptic states and temperament, general physical characteristics, results of specific diseases, etc., may be inherited, and through them inheritance may be an indirect factor in the making of the criminal. Some of these points are demonstrated in the family charts of twelve juvenile delinquents. The charts were presented in connection with the discussion of the report. Excerpt from From Turkish Toils: The Narrative of an Armenian Family's Escape The following narrative was written by the wife of Mr. Tovmas K.Mugerditchian, an Armenian pastor who became attached to the British Oriental Consular Service in 1896, and in 1904 was appointed British Vice-Consul in Diarbekir. There are many reliable witnesses who will affirm that the story of Mrs. Mugerditchian is worthy of the fullest credence. The record of the Turk is sufficiently well known; the abominations he has perpetrated in Armenia are as well authenticated as any event in modern history. From other sources comes confirmatory evidence of the hideous crimes that have added further stains to Turkeys record in that unhappy land. Mrs. Mugerditchian and her family, dressed in Kurdish costume, succeeded in making their escape into the country held by the Russians. From Tiflis she was able to send the whole story to her husband, who is at present serving the British authorities in Egypt. While this small party was fleeing north-eastwards, other Armenians were making their way to Bagdad, which had just been taken by the British. Others will tell their own story, but the letter of Mr. Edmund Candlei-, the accredited Correspondent with the Mesopotamian. forces, published in The Times of June 21 st, 1917, records numerous similar instances of inhuman atrocities committed by the Turks in other parts of Armenia.
