Crime in the streets has remained consistently among the most conspicuous aspects of the American political landscape. Sasson argues that the significance of our national pre-occupation with the issue depends on how it is constructed or "framed" in the mass media and in everyday conversation. Drawing on the methodology for analyzing issue frames in political discourse developed by William Gamson (who has contributed a foreword to this book), Sasson identifies the five interpretative frames that comprise the crime debate: Faulty System, Social Breakdown, Blocked Opportunities, Media Violence, and Racist System. Tracking the performances of these frames in twenty small group discussions among black and white urbanites, and in a sample of newspaper columns, he demonstrates that the two "generally conservative" frames, Faulty System and Social Breakdown, are by far the most prominent. He explains their prominence in the group discussions through a careful analysis of the ideational resources (popular wisdom, personal experience, media discourse) used by the participants. Sasson's empirical findings lead him to conclude that the American preoccupation with crime will generate recurrent demands for a more expansive and punitive criminal justice system and new support for conservative politicians and their causes. Apart from its contribution to the understanding of the civic role of crime and of the politics of crime control, Crime Talk also advances a methodology for framing popular discourse, and a theoretical perspective on how ordinary citizens make sense of social problems. A study at the intersections of criminology and political sociology, it will capture the attention of a wide range of social scientists, as well as instructors in courses on social problems, the mass media and research methodology.

This book tells the story of the process leading up to the demolition of a small council estate in the north of England and its subsequent regeneration. Based on extensive ethnographic research, it addresses the local governance of security and the ways in which the community engaged with attempts to improve the 'quality of life' of its residents and to attract wealthier new residents in the future. It explores in particular the meaning of notions of 'social capital' and 'partnerships' which often take little account of local power dynamics, seeking rather to find ways of mobilizing popular support for enforcement and exclusion rather than drawing on local knowledge of problems. In following the process of consultation with residents this book explores the levels of miscommunication across social divides, and the differing narratives of change produced by residents and professionals. Residents' narratives display an important interplay between constitution of identity, community, sense of security, attribution of blame and ascription of responsibility for dealing with local problems explored in this book through detailed analysis of case studies. The Police: Autonomy and Consent is composed of two parts dealing mainly on the theme of police autonomy (Chapters 2-6) and the reciprocal theme of consent (Chapters 7-9). In particular, Chapter 2 is devoted to an historical account of the development of early police autonomy. Chapters 3 and 4 consider the political relation of the successor force within the local state in the mid-1970s, and the historical changes in the relationship between the police institution and the central state, respectively. Subsequent two chapters locate the core problem in considering police independence within the legal domain, and the role and political orientations of the three intrapolice organizations in reinforcing the development of autonomy. Chapter 7 demonstrates that different forms of relationship have historically characterized the relations between police institutions and the different social classes. The last two chapters present evidence on consent, and draws the themes of autonomy and consent together by focusing on the role of the chief police officer, positioned at the nexus between structural demands and organizational restraints, in continually negotiating definitions and practices of police work.
