Il Rapporto sulla criminalità e la sicurezza a Napoli rappresenta un primo contributo di una serie già programmata di lavori per affrontare in modo costante e sistematico non solo la dimensione quantitativa connessa agli esiti del delinquere, ma le problematiche e i nodi critici che sottendono la domanda di sicurezza dei cittadini che abitano e frequentano i nostri luoghi; i passaggi, i fattori e le caratteristiche che sono alla base dei processi di vittimizzazione; le iniziative, gli interventi, le attività che in maniera congiunta e coordinata possono fornire risposte alle questioni inerenti la prevenzione, il contrasto e la riabilitazione sociale degli strati e delle situazioni di devianza e di criminalità, affrontando le criticità che riguardano la programmazione e l’integrazione dei servizi sociali del territorio, di quelli istituzionali ministeriali, del privato sociale, nonché l’ambito della giustizia penale. Oltre ad una sezione nella quale sono illustrate, anche comparativamente ad altre realtà territoriali, alcune caratteristiche del fenomeno criminale a Napoli, nel Rapporto sono presenti una sezione dedicata alla confisca dei patrimoni illecitamente acquisti ed un’altra nella quale viene analizzato il fenomeno delle estorsioni in Campania.

Questo Secondo Rapporto su “Criminalità e sicurezza a Napoli” si è posto l’obiettivo, questa volta, di indagare le ragioni della persistenza di alcuni fenomeni criminali che caratterizzano la città di Napoli rispetto ad altre metropoli del Paese. Nelle prime due sezioni gli interrogativi affrontati riguardano alcuni temi quali la persistenza dell’agire deviante grave di minori e criminale di adulti, la formazione di aggregazioni violente giovanili, la ferocia dei clan camorristici e l’adeguatezza delle politiche di deterrenza, nonostante in Italia il 41-bis e le diverse sperimentazioni in tema di controllo e sicurezza del territorio attive in diverse città, tra cui Napoli. La terza sezione, invece, è dedicata all’analisi del fenomeno dell’usura alla luce di una riflessione civilistica, penalistica e vittimologica. Il filo che unisce le parti è l’interpretazione della dinamica e dei fattori connessi a crimini che sono trasversali ai diversi strati sociali l’esito dei quali è la produzione di una trappola della criminalità che deprime le opportunità legali e favorisce la convinzione in molti che le carriere criminali siano più convenienti.

This report on crime and security in Naples is a first contribution in a series of works that will systematically address the quantitative dimension related to the outcome of crime as well as the critical issues underlying the security questions faced by citizens who live in Naples; the causes and characteristics of victimization; the initiatives, interventions, activities that can provide answers in a coordinated manner to the questions of prevention, contrast and social rehabilitation of the deviant and criminal behaviors, by addressing critical issues concerning the programming and integration of local social services, government offices, private social institutions, and the criminal justice system.Beside a section in which some features of the criminal phenomenon in Naples are illustrated, comparatively to other territories, in the report there are two further sections, one devoted to the seizure of illicit assets and another in which the phenomenon of extortion in Campania is analyzed.

In our region, what might be perceived as a social damnation is actually the result of different factors that produce a sort of crime trap, such that the diffusion of illegal behaviors reduce legal opportunities making a criminal career more convenient.
