Criminalized power structures (CPS) are illicit networks that profit from transactions in black markets and from criminalized state institutions while perpetuating a culture of impunity. The book articulates a typology for assessing the threats of CPS and for implementing appropriate strategies to achieve sustainable peace effectively and efficiently. The international case studies address interventions undertaken either to support the implementation of a peace agreement (i.e., a peace operation) or to stabilize a country entangled in an internal conflict in the context of a power-sharing agreement among key protagonists (i.e., a stability operation). In each of these cases, at least one of the parties to the agreement was a criminalized power structure that was a leading spoiler. The final chapter identifies strategies that are most effective for each type of CPS, including the ways and means (or tools) required for effective conflict transformation. A companion volume, Combating Criminalized Power Structures: A Toolkit, provides practitioners with the means of coping with the challenges posed by CPS.

Criminalized power structures (CPS) are illicit networks that profit from transactions in black markets and from criminalized state institutions while perpetuating a culture of impunity. This volume focuses on the means available to practitioners to cope with the challenges posed by CPS along with recommendations for improving their efficacy and an enumeration of the conditions essential for their success. The means range from economic sanctions and border controls to the use of social media and criminal intelligence-led operations. Each step of this toolkit is detailed, explaining what each tool is, how it can be used, which type of CPS it is best suited to address, and what is necessary to ensure success of the peace operations. The effectiveness of the tool is also assessed and its use is illustrated through real life situations, such as international supply chain controls to prevent the looting of natural resources in Western Africa or the intervention of international judges and prosecutors in Kosovo. From the deserts of Sudan to the jungles of Colombia, and from the streets of Belfast to the mountains of Kurdistan, paramilitaries have appeared in violent conflicts in very different settings. Paramilitaries are generally depicted as irregular armed organizations that carry out acts of violence against civilians on behalf of a state. In doing so, they undermine the state's monopoly of legitimate violence, while at the same time creating a breeding ground for criminal activities. Why do governments with functioning police forces and armies use paramilitary groups? This study tackles this question through the prism of the interpenetration of paramilitaries and the state. The author interprets paramilitarism as the ability of the state to successfully outsource mass political violence against civilians that transforms and traumatizes societies. This book describes and analyzes the convergence of transnational organized crime and jihadist terrorism that has taken place within Russian-speaking social networks in Western Europe. Studies have shown that while under certain circumstances links between criminal organizations and terrorist groups appear, these are usually opportunistic and temporary in nature. Only rarely do they develop into something deeper and transformative, a convergence between crime and terrorism. This book reveals that Russian-speaking transnational organized crime and jihadist terrorism pose a serious threat to security and constitute a major challenge for law enforcement. Through their links with transnational organized crime, Russian-speaking jihadist networks from the Caucasus and Central Asia have easier access to weaponry, commercial explosives, and forged IDs than many other jihadist networks. Being in effect an integral component of transnational organized crime, the Russian-speaking jihadists can be assessed as potentially more capable than many other jihadists. The book assesses the effects of terrorism and organized crime on Russian-speaking diasporas in Western Europe and examines the implications for counterterrorism as well as policing on how to counteract the illegal activities of these networks. Drawing on Swedish court cases the work shows that an additional, and sometimes more effective way, to fight terrorism is by focusing on the non-terrorist types of crime perpetrated by terrorists.
