Although there has been an increase in research on terrorism across the social and behavioural sciences in the past few decades, until recently most of this work has originated from political science, psychology or economics. Therefore, our focus in this book on criminological conceptual frameworks and empirical studies that engage terrorism and responses to it is unique. We include a distinguished group of researchers that offer their distinctive insights into criminological perspectives on terrorism. The contributors focus on criminological perspectives that have rarely, if ever, been previously applied to the study of terrorism. This includes a range of perspectives from rational choice to social disorganization; from strain to routine activities theory. This volume will advance understanding of terrorism by taking advantage of criminological contributions, and at the same time will serve as a useful update to the criminologists and their students already working in this area. The field of terrorism has been explored widely across the social sciences, including by political and psychological theory, in regard to its varied nature, motivation and application. There are a large number of identified definitions of what would constitute ‘terrorism’ under national and international law. Currently, Dry Run terrorism; Cyber terrorism; Individual terrorism; Lone Wolf terrorism; Bioterrorism; Radicalised terrorism; and Eco-Home grown terrorism have been identified. Due to these various formats of what would constitute ‘terrorism’ and a ‘terrorist act’, over a hundred definitions of ‘terrorism’ have been identified in the existing academic literature. However, the international community has been unable to agree upon a universal definition. The term of ‘terrorism’, however, is rooted in the political discourse of the French, more specifically the French Revolution where the use of the term a ‘reign of terror’ came into being. The French word terrorisme derives from the Latin verb terreȯ meaning ‘I frighten’. The defeat of the Jacobins transformed the word into a powerful new governmental form of criminality. Despite its origins in governmental atrocities towards citizens, it now applies to individual citizen acts as well as organizations and national state governments.

This book examines the ‘war on terror’ and radicalisation from an ontological, non-state centric perspective. Since 9/11, criminology has developed in its study of terrorism, utilising alternative non-state centric frameworks to uncover and make visible state-initiated harm. Although progress has been achieved, criminology has continued to privilege the state, thereby failing to uncover forms of state crime and how such crimes facilitate radicalisation and terrorism. Ahmed aims to rectify this gap by demonstrating how crimes of the state have contributed to the existence of Islamist-inspired terrorism and the emergence of global Jihadist organisations like Al-Qaeda and ISIS. The ‘War on Terror’ abandons the dominant socially-constructed discourse and application of the ‘war on terror’ and instead favours a grounded approach whereby actors, actions and consequences are analysed according to the risk they represent. Ahmed achieves this grounded approach through situating state practices in international human rights law and international humanitarian law. Through documenting the intersectionality of these practices with radicalisation in the emergence of global Jihadist organisations, the book demonstrates how state crimes contribute to terrorism. Although the book sits at the intersections of critical criminology, state crime, international/transnational crime, it is relevant to all disciplines that are concerned with state crime, terrorism and radicalisation.
