The present publication is brought about by the joined researchers efforts to share common concerns and scientific analysis to the global current pandemic Covid-19, which discussions were held abridged during the International Online Congress “Critical Dialogues on Pandemic Perspectives: Global Justice, Rule of Law and Human Rights” comprising professional and theoretical reflections and synergy to promote international academic and scientific exchanging cooperation on the current global pandemic context on reflecting, thinking and scrutinizing government’s, public policies and decision-making process and innovation in the fighting against direct and collateral damages caused by the Covid- 19’s social and institutional impacts, considering transnational implications to the political, economic and the rule of law systems from a Global Justice approach and, locally to human rights’ protection. The Sustainable Development Goals achievements cannot ignore the technological challenges of The Industrial Revolution 4.0, the precariousness of labor relations, the growing of an economic inequality, and a return to extremist nationalism. Yet, the pandemic context, after two years, forces us to think about the ascendancy of intramural violence, since social distance ends up challenging everyone, however, with outstanding, material, and dissimilar conditions since it tends to the social elimination of the socially vulnerable. Despite the needed corporate and public adopted strategies, disenfranchisement and excessive administrative measures have been settled, reframing, and mitigating international relations pulling geopolitical, economic, and technological strings in the multipolar world. For those finding facts, we are invited to discuss the new challenges and outcomes from a pandemic perspective to the Global Justice, Rule of Law, and Human Rights questioning if and how human rights can be ensured and mainstreamed in the taken prevention and recovery measures in democratic societies. In esso si cerca di mettere in evidenza soprattutto come nel nostro ordinamento non si sia mai avuto un vero Stato dei partiti, ma viceversa un particolare tipo di partitocrazia sregolata, che ha continuato a persistere, in forme peculiari, anche quando le formazioni politiche presenti nel sistema prima del 1992- 93 sono scomparse nella crisi di regime. Il crollo del tradizionale sistema dei partiti, che aveva dato vita al patto costituzionale del 1948, ha comportato nel tempo lo scivolamento verso una forma di democrazia non partecipata, meramente elettorale e basata, da un lato, su istanze plebiscitarie e carismatiche, dall'altro su forme di accentramento burocratico, che ne hanno attenuato progressivamente (ed in modo pericoloso) valore e standard in un quadro di indebolimento della stessa coesione comunitaria e sociale, riflettendosi sugli stessi problemi strutturali dell'ordinamento. In questo specifico ambito appare evidente come lo stesso assetto della Costituzione italiana del 1948 risulti in crisi, cosicché la Carta costituzionale, dopo circa sessanta anni di vigenza, appare a dir poco 'snervata' e al limite della rottura materiale, nonostante essa si inserisca nell¿ambito del tessuto unitario del diritto costituzionale europeo e di questo formi un tassello parziale. Il dibattito sulla natura dell'ordinamento, che ha anche coinvolto i supremi organi costituzionali, rivela l'alternativa tra perlomeno due idee della rappresentanza democratica e dello stesso Stato sociale difficilmente conciliabili tra loro e con lo stesso parco valoriale rappresentato dal patto costituzionale."

“Populismo” sembra essere una delle parole chiave del nostro tempo: categoria politica dai confini mutevoli, fenomeno storico che ha avuto molteplici e diversissime declinazioni, è oggi tanto diffuso nei discorsi pubblici quanto sfuggente e apparentemente refrattario ad una definizione univoca. Questo numero di “Cinema e Storia” si interroga sul rapporto fra il cinema – nella sua dimensione di arte popolare – e il fenomeno che proprio al popolo e al suo primato nella sfera politica si richiama. Si può indagare il populismo attraverso il cinema? O anche: può il cinema – uno dei dispositivi che più e meglio di altri ha rappresentato le masse – aiutarci a definire il populismo oppure a fissarne alcune caratteristiche? E ancora: quali sono i rapporti che intercorrono tra il cinema, che ha la capacità di generare forme e immaginari condivisi, e quei fenomeni politici che, a diverse latitudini e in tempi differenti, sono riconducibili al concetto di populismo? Infine: può il cinema, in quanto strumento capace di dar forma all’investimento emotivo delle masse in individui “eccezionali”, costruire un contesto fertile per l’emergere del populismo? Il volume parte dal presupposto che per definire una categoria complessa e sfaccettata come quella di populismo sia necessario uno sguardo interdisciplinare, capace di indagare, oltre che il discorso politico, le forme che esso assume nella traduzione spettacolare che ne compie il cinema. I saggi esplorano cinematografie, paesi ed epoche diverse, aprendo una serie di percorsi interpretativi su questi ed altri quesiti, attraverso l’analisi di film significativi e la contestualizzazione storica dei fenomeni politici e delle loro rappresentazioni.
