This book investigates the European involvement in managing the nuclear dispute with Iran, shedding new light on EU foreign policy-making. The author focuses on the peculiar format through which the EU managed Iran’s nuclear issue: a ‘lead group’ consisting of France, Germany and the UK and the High Representative for EU foreign policy (E3/EU). The experience of the E3/EU lends credibility to the claim that lead groups give EU foreign policy direction and substance. The E3/EU set up a negotiating framework that worked as a de-escalating tool, a catalyst for Security Council unity and a forum for crisis management. They inflicted pain on Iran by adopting a comprehensive sanctions regime, but did so only having secured US commitment to a diplomatic solution. Once the deal was reached, they defended it vigorously. The E3/EU may have been supporting actors, but their achievements were real.

The Politics of Crisis in Europe explores the resilience of the European Union in the face of repeated crises perceived to threaten its very existence. While it is often observed after the fact that these crises serve as opportunities for integration, this is the first critical analysis to suggest that we cannot fully understand the nature and severity of these crises without recognising the role of societal reaction to events and the nature of social narratives about crisis, especially those advanced by the media. Through a close examination of the 2003 Iraq crisis, the 2005 constitutional crisis, and the 2010–12 Eurozone crisis, this book identifies a pattern across these episodes, demonstrating how narratives about crises provide the means to openly air underlying societal tensions that would otherwise remain under the surface, impeding further integration.

How do crises produce changes in specific European Union foreign policy areas, and how should we conceptualise these policy changes? This book provides a novel analytical framework that serves to investigate the way in which the EU changes its foreign policy after crisis. Ikani adapts the existing theorising of foreign policy change to a single framework applicable to the EU context, providing readers with a toolbox to both explain the process of change and measure the policy change that follows. The framework is developed through an investigation of two important EU foreign policy change episodes, taking place after the Arab uprisings and the Ukraine conflict, and test-driven in three recent cases of EU foreign policy change after crisis. The volume presents a novel typology of EU foreign policy change, advancing on the fields of foreign policy analysis, public policy studies and International Relations. In doing so, it explains both the decision-making process leading to policy change, and the variation in change outcomes following this process.
