The parliamentary elections of 2015–16 in Greece, Spain and Portugal had extraordinary consequences, bringing repeat elections, unprecedented processes of government formation and uncharted government outcomes. Greece formed a coalition of radical left and radical right and Portugal its first government supported by the communist party while Spain took ten months to get a government. These developments are especially astonishing in three states which in previous decades were a byword for democratic stability. After the transitions following the fall of their dictatorships in the 1970s, Greece, Spain and Portugal established bipolar electoral competition and predictable patterns of government formation. But more recently, all three countries have been in the frontline of the economic crisis and austerity implementation, triggering electoral realignments and turning the radical left into a major player. This volume offers essential understanding of the political destabilisation of Southern Europe. It includes detailed analyses of all five ‘crisis elections’ and of Greece’s bailout referendum. It also provides studies of the five ‘new contender’ parties (SYRIZA, Podemos, Ciudadanos, the Bloco Esquerda and the Portuguese Communist Party) which played a key role in government formation for the first time. Both in Greece in 2012 and Italy in 2013, it took two elections to form a government. A repeat parliamentary contest was required in Greece and the unprecedented re-election of the outgoing President of the Republic in Italy before a cabinet could be formed. Against a background of economic crisis and national austerity, both countries experienced ‘protest elections’ in which the overriding concern for an unusually large proportion of voters was not to choose a government but to express dissent. The outcome included record-breaking electoral volatility, the decline of bipolarism, the startling rise of challenger parties and the transformation of national patterns of government formation, including experiments with grand coalitions and technocrat-led cabinets. These developments sent shock waves through Europe and beyond, suggesting Southern Europe might be drifting towards ungovernability. This book examines the domestic electoral consequences of the economic and financial crisis in Europe, particularly in those countries where the crisis manifested itself more devastatingly: the Southern European countries of Greece, Italy, Portugal, and Spain, as well as Iceland and Ireland. On the surface, the electoral consequences of the crisis seem largely similar, having resulted, in these countries, in large electoral losses for incumbents, as the most elementary versions of "economic voting" theory would have us expect. However, behind this fundamental similarity, important differences emerge. Whilst in some cases, on the basis of post-election surveys, it is possible to see that the "crisis elections" followed a previous pattern of performance-oriented voters, with no major changes either in known predictors of electoral choices or in basic party system properties, other elections brought the emergence of new parties, new issues and cleavages, altering patterns of political competition. By examining these different outcomes by comparing the "crisis elections" with previous ones, this book takes into account their timing relative to different stages of crisis. It also scrutinises party strategies and campaign dynamics, particularly as governments attempted (and sometimes succeeded) in framing events and proposals so as to apportion responsibility for economic outcomes. Selecting candidates for elections is a major goal of political parties and a major function of political regimes in democratic systems. With the negative effects of the economic crisis being seen to translate into changes in voting patterns, and citizens using elections to punish parties in government for their roles in economic mismanagement or lack of response to the global economic crisis, a broad examination is required. This book is presented as the first comparative study of the effects of the political crisis on candidate selection covering a large number of countries. Using an integrated framework and unified strategy, it examines how new relevant political actors are really implementing participative ways of candidate selection, whether they are being innovative in their political environments and the extent to which traditionally mainstream parties are changing selection procedures to have more open and inclusive mechanisms as part of internal, or intra-party, democracy. The book illuminates these issues through empirically driven chapters explaining changes in the way candidates for parliaments are selected in countries where new parties have emerged and consolidated, or where traditional mainstream parties have adopted new mechanisms of selection affecting (if not challenging) traditional politics. Additionally, therefore, this work will serve as a response to some current debates in the discipline on the consequences of the democratization of party life, relating political participation and representation.
