This book, first published in 2005, develops a comparative model of intergovernmental bargaining to account for variation in the capacity of federations in the developing world to undertake economic policy reform, suggesting that many market reform policies are a function of a constant process of bargaining between national and regional leaders struggling for political survival. As the degree of national-regional disagreement mounts, collective action on reforms that require implementation at multiple levels of government becomes more difficult. The degree to which the two factors conflict depends on four factors: the individual electoral interests, a shared intergovernmental fiscal system, the manner in which regional interests are represented in national policy making and the levers of partisan influence national leaders have over subnational politicians. In testing the argument with a combination of cross-sectional time-series and case study analysis, this book contributes to the broad literatures on development and the comparative political economy of federalism and decentralization.

The group of saproxylic beetles consists of thousands of different species exhibiting a rich variety of form as well as varied life-cycle strategies. They play an important role in decomposition processes and thus for nutrient-cycling in natural ecosystems. Based on contributions given at the conference this book contains contributions about research on conservation ecology of saproxylic beetles as well as results from recent faunistic surveys in different European regions. It comprises aspects of saproxylic beetle ecology, faunistics, diversity and conservation issues. International experts report on their activity, management strategies and new approaches in saproxylic insect conservation. There are a lot of people doing research on saproxylic beetles in different countries of the world, but this seems to be a little bit disorganized. Hopefully, these European conferences will lead to a better, more international network. The contributions included in this volume cover a broad spectrum of research on saproxylic beetles, organized in three main chapters: "Saproxylic beetle assemblages and regional surveys" include "Oaks in Norway," showing the abundance and composition of red-listed species of beetles in hollow oaks. Further reports on regional surveys deals with a spruce primeval forest in Romania, a hardwood floodplain forest in the Czech Republic, and the Gartow region of Lower Saxony, a hotspot of saproxylic beetle diversity in north-western Germany. "Saproxylic beetle ecology and implications for their conservation" deals with ecological studies of single species, e.g. Limoniscus violaceus, Lucanus cervus, Osmoderma eremita and the worldwide distribution of the genus Cucujus. "Advances in methodology and databases" discusses new techniques in trapping and the development of databases. This volume gives a nice overview of the actual research on saproxylic beetles in Europe and I wish the next conference in 2010 a successful meeting; maybe some people from the UK or even overseas should be invited.

This is an exploration of the philosophical and political challenge of ecofeminism. It shows how the ecology movement has been held back by conceptual confusion over the implications of gender difference, while much that passes in the name of feminism is actually an obstacle to ecological change and global democracy. Abstract: The author studies the persistence of inequality and inefficient governance in a physical capital accumulation model with perfect information, missing credit markets, and endogenous barriers to entry. When access to investment opportunities is regulated, rent-seeking entrepreneurs form coalitions of potentially varying size to bribe a regulator to restrict entry. Small coalitions run short of resources, while large coalitions suffer more severe free-rider problems. The distribution of wealth thus determines the equilibrium coalition structure of the economy and consequently the level of regulatory capture. A dynamic analysis supports the persistence of inefficiencies in the long run. Initial conditions determine whether the economy converges to a steady state characterized by efficient governance and low levels of inequality, or a path toward an institutional trap where regulatory capture and wealth inequality reinforce each other.
