This open access book traces the development of landscapes along the 414-kilometer China-Laos Railway, one of the first infrastructure projects implemented under China's Belt and Road Initiative (BRI) and which is due for completion at the end of 2021. Written from the perspective of landscape architecture and intended for planners and related professionals engaged in the development and conservation of these landscapes, this book provides history, planning pedagogy and interdisciplinary framing for working alongside the often-opaque planning, design and implementation processes of large-scale infrastructure. It complicates simplistic notions of development and urbanization frequently reproduced in the Laos-China frontier region. Many of the projects and sites investigated in this book are recent "firsts" in Laos: Laos's first wildlife sanctuary for trafficked endangered species, its first botanical garden and its first planting plan for a community forest. Most often the agents and accomplices of neoliberal development, the planning and design professions, including landscape architecture, have little dialogue with either the mainstream natural sciences or critical social sciences that form the discourse of projects in Laos and comparable contexts. Covering diverse conceptions and issues of development, including cultural and scientific knowledge exchanges between Laos and China, nature tourism, connectivity and new town planning, this book also features nine planning proposals for Laos generated through this research initiative since the railway's groundbreaking in 2016. Each proposal promotes a wider "landscape approach" to development and deploys landscape architecture's spatial and ecological acumen to synthesize critical development studies with the planner's capacity, if not naive predilection, to intervene on the ground. Ultimately, this book advocates the cautious engagement of the professionally oriented built-environment disciplines, such as regional planning, civil engineering and landscape architecture, with the landscapes of development institutions and environmental NGOs.

The Belt and Road Initiative (BRI), launched by China in 2013, carries and projects powerful regional dimensions and transformations, with short- and long-term global, national and local consequences. The BRI’s regional significance lies in its designation and creation of several cross-border corridors that originate from inside China and extend out into its neighbouring countries, and those farther afield in Asia, Africa and Europe. Through driving and facilitating new trade and infrastructure connections along and beyond these corridors, the BRI has begun to reshape the master processes of globalisation, urbanisation and development by affecting the economic, social and spatial fortunes of many countries and cities. This book serves two purposes. First, through a new framework and three case studies, it examines the BRI’s impacts on globalisation, urbanisation and development via the China-Europe Freight Train, the paired construction of a new city and railway across the China-Laos borderland and the port-park-city development corridor between Djibouti and Ethiopia. Second, the comparative analysis and evidence guide the book to advance policy recommendations for targeted stakeholders that can potentially turn the BRI into a global public good with greater benefits and fewer risks.

The Belt and Road Initiative (BRI) is emerging as a vital lynch-pin in China's efforts to establish a maritime and continental zone of influence in the Indo-Pacific region. The Belt and Road Initiative and the Future of Regional Order in the Indo-Pacific interrogates to what extent BRI represents an achievable vision of a China-centric order in Asia and explores its major security implications for the region. The contributions to this volume provide up-to-date analysis of the effect of BRI on the region's foreign policy and alliance patterns, its connection to geo-economics and domestic Chinese politics, and the policy responses of key Indo-Pacific actors. While acknowledging that BRI remains prey to a variety of internal and exogenous shocks, the contributors conclude that at the very least BRI will continue to disrupt the existing alignments of economic and strategic interests in the Indo-Pacific and that on this minimal basis BRI will likely be judged a success by China.
