Genocide has become a part of the contemporary global expression of political violence. After all, every continent has had its genocide, but genocide in Africa and the African diaspora is distinctly different from those in Europe or the West. This text approaches genocide from within the context of Africa and the African diaspora to examine political and philosophical after-effects of global colonialism. As genocidal state violence has become prominent through colonialism, its appearance in Europe and the West have developed sharply against how it appears in colonized spaces within the African diaspora. This text argues that such a difference in orientation is needed to develop new concepts, critical approaches, and perspectives on the intersections between colonialism, political violence, and anti-black politics as a way of critically understanding global genocide and the presence of continual genocidal violence.

This edited volume critically examines the widely supported doctrine of the 'Responsibility to Protect', and investigates the claim that it embodies progressive values in international politics. Since the United Nations World Summit of 2005, a remarkable consensus has emerged in support of the doctrine of the ‘responsibility to protect’ (R2P) – the idea that states and the international community bear a joint duty to protect peoples around the world from mass atrocities. While there has been plenty of discussion over how this doctrine can best be implemented, there has been no systematic criticism of the principles underlying R2P. This volume is the first critically to interrogate both the theoretical principles and the policy consequences of this doctrine. The authors in this collection argue that the doctrine of R2P does not in fact embody progressive values, and they explore the possibility that the R2P may undermine political accountability within states and international peace between them. This volume not only advances a novel set of arguments, but will also spur debate by offering views that are seldom heard in discussions of R2P. The aim of the volume is to bring a range of criticisms to bear from a variety of disciplinary perspectives, including international law, political science, IR theory and security studies. This book will be of much interest to students of the Responsibility to Protect, humanitarian intervention, human security, critical security studies and IR in general.

The plight and fate of female victims during the course of genocide is radically and profoundly different from their male counterparts. Like males, female victims suffer demonization, ostracism, discrimination, and deprivation of their basic human rights. They are often rounded up, deported, and killed. But, unlike most men, women are subjected to rape, gang rape, and mass rape. Such assaults and degradation can, and often do, result in horrible injuries to their reproductive systems and unwanted pregnancies. This volume takes one stride towards assessing these grievances, and argues against policies calculated to continue such indifference to great human suffering. The horror and pain suffered by females does not end with the act of rape. There is always the fear, and reality, of being infected with HIV/AIDS. Concomitantly, there is the possibility of becoming pregnant.Then, there is the birth of the babies. For some, the very sight of the babies and children reminds mothers of the horrific violations they suffered. When mothers harbor deep-seated hatred or distain for such children, it results in more misery. The hatred may be so great that children born of rape leave home early in order to fend for themselves on the street. This seventh volume in the Genocide series will provoke debate, discussion, reflection and, ultimately, action. The issues presented include ongoing mass rape of girls and women during periods of war and genocide, ostracism of female victims, terrible psychological and physical wounds, the plight of offspring resulting from rapes, and the critical need for medical and psychological services.

This volume deals with aspects of genocide in Rwanda and Cambodia that have been largely unexplored to date, including the impact of regional politics and the role played by social institutions in perpetrating genocide. Although the "story" of the Cambodian genocide of 1975-1979 and that of the Rwandan genocide of 1994 have been written about in detail, most have focused on how the genocides took place, what the ideas and motives were that led extremist factions to attempt to kill whole sections of their country's population, and who their victims were. This volume builds on our understanding of genocide in Cambodia and Rwanda by bringing new issues, sources, and approaches into focus. The chapters in this book are grouped so that a single theme is explored in both the Cambodian and Rwandan contexts; their ordering is designed to facilitate comparative analysis. The first three chapters emphasize the importance of political discourse in the genocidal process. Chapters 4 and 5 examine social institutions and explore their role in the genocidal process. Chapters 6 and 7 describe the military trajectories of the genocidal regimes in Cambodia and Rwanda after their overthrow, showing that genocide and genocidal intents as a political program do not cease the moment the massacres subside. The final chapters deal with private and public efforts to memorialize the genocides in the months and years following the killing. Drawing on ten years of genocide studies at Yale, this excellent anthology assembles high-quality new research from a variety of continents, disciplines, and languages. Scene of one of the biggest genocides of the last century Rwanda has become a household word, yet bitter disagreements persist as to its causes and consequences. Through a blend of personal memories and historical analysis, and informed by a lifelong experience of research in Central Africa, the author challenges conventional wisdom and suggests a new perspective for making sense of the appalling brutality that has accompanied the region’s post-independence trajectories. All four states adjacent to Rwanda are inhabited by Hutu and Tutsi and thus contained in germ the potential for ethnic conflict, but only in Burundi did this potential reach genocidal proportions when, in 1972, in response to a local insurrection, at least 200,000 Hutu civilians were killed by a predominantly Tutsi army. By widening his analytic lens the author shows the critical importance of the Burundi bloodshed to an understanding of the roots of the Rwanda genocide, and in later years the significance of the mass murder of Hutu civilians by Kagame’s Tutsi army, not just in Rwanda but in the Congo. The regional dimension of ethnic conflict, traceable to Belgian-engineered Hutu revolution in Rwanda in 1959, three years before its independence, is the principal missing piece in the genocidal puzzle of the Great Lakes region of central Africa. But this is by no means the only one. Reassembling the missing pieces within and outside Rwanda is not the least of the merits of this highly readable reassessment of a widely misunderstood human tragedy.
