For accession to the EU Croatia had to meet significantly higher criteria than previous states, with suspicion and concerns among existing members about further enlargement increasing. Meanwhile initially strong public support in Croatia declined as inconsistencies in EU policy, entry criteria and problems caused by the economic crisis all combined with fears about the loss of national identity and the ability to realize national interests. The successful Croatian accession to the EU in 2013 shows that, despite concerns on both sides, the EU continues to have meaning and significance and that membership remains highly desirable. Through nine mutually interrelated chapters the contributors speak not only about the political and social situation in Croatia, but also prospects for the European Union itself.

This book re-constructs the evolution of the border conflict between Croatia and Slovenia. The aim is to reveal the processes at work, the historical and contemporary circumstances, and the strategies and motives of the actors involved. The book highlights the roles of the European Union and of judicial third parties in the management of the conflict. Further, it considers the precedent-setting value of the Slovenian-Croatian conflict, the attempts at its resolution, and what they mean for the ongoing and prospective EU enlargement in South East Europe. Internal documents and interviews are at the heart of this process-tracing analysis, which discusses the third-party roles of the European Commission and the EU Council Presidency in 2008/2009 as a mediator-facilitator in the drafting stages of the arbitration agreement, and the judicial work of the arbitration tribunal and the EU Court of Justice. Marko Kukec studies the effect of intra-party coordination on individual behavior of local councilors, which is usually considered to be restrictive of individual behavior of representatives. Drawing on the potential of individual activities to serve as vote-seeking devices, this book offers a contrasting perspective implying that party leaders have good reasons to rather stimulate such activities. Based on surveys of Croatian and Slovenian local councilors it finds that the effect varies across different activities and institutional contexts. This study contributes to deeper understanding of the partisan aspect of local representative democracy.

This electronic version has been made available under a Creative Commons (BY-NC-ND) open access license. This book assesses the formation of Croatian national identity in the 1990s. It develops a novel framework, calling into question both primordial and modernist approaches to nationalism and national identity, before applying that framework to Croatia. In doing so, the book provides a new way of thinking about how national identity is formed and why it is so important. An explanation is given of how Croatian national identity was formed in the abstract, via a historical narrative that traces centuries of yearning for a national state. The book shows how the government, opposition parties, dissident intellectuals and diaspora groups offered alternative accounts of this narrative in order to legitimise contemporary political programmes based on different versions of national identity. It then looks at how these debates were manifested in social activities as diverse as football, religion, economics and language. This book attempts to make an important contribution to both the way we study nationalism and national identity, and our understanding of post-Yugoslav politics and society.

Based on a comparative study of Serbia and Croatia, this book investigates the role of narratives in the integration process of candidate countries into the European Union (EU). It develops an original model in order to analyse the structure and political use of narratives. Its novelty consists in integrating the concept of topoi and other elements of literature studies that enable a fine-grained and yet still transferable approach to narratives. I argue that narratives influence the conditions for possible political action by delineating the range of possible and desirable forms of behaviour. This study's empirical research mainly consists of a discourse analysis of political documents, including parliamentary debates, political speeches and interviews with experts. The author is a political scientist who pursued her PhD at the Bremen International Graduate School of Social Sciences (BIGSSS) and is now working as a project manager at Steinbeis-Europa-Zentrum in Karlsruhe.
