The authors of this study challenge the assumptions of the World Bank that the expansion in informal cross-border trade is a vindication of the market-liberalizing thrust of structural adjustment, and that adjustment policies have improved the effectiveness of an "independent" bourgeoisie that is emerging out of this trade as an agent of regional integration. Instead, they make the case for the adoption of what they call a "development approach" for tapping the benefits of the informal currency markets, as an alternative to the "market coercion" of structural adjustment.

Trade that straddles borders in Central Asia plays a vital role in the livelihoods of border communities and buttresses prosperity in often poor regions. By strengthening commercial ties, cultural understanding and deepening community relationships, border trade nurtures amicable relations between neighboring countries. This book examines the characteristics of trade intermediated by a network of bazaars in Central Asia and its significance for local economies. It uncovers the dynamic phenomenon of bazaars in propelling trade. Bazaars were invented in central Asia centuries ago; in their modern form, as highly flexible and low cost centers for trade, endowed with modern sophisticated logistics, bazaars provide a channel parallel to that of formal trade. Bazaars play major roles in regional and national chains of production and distribution with national networks strongly integrated and overlapping across Central Asian economies. They are the major agents for border trade, which fights poverty by cheapening products and by creating employment opportunities, especially for women. The book examines the public policy implications of bazaar or non-standard trade and actions that could be taken to foster such trade. A light regulatory touch and a low fiscal burden would help fight poverty. Improvements in the business climate and elimination of harassment of traders by local officials as well as easing conditions for the movement of peoples and vehicles would be hugely beneficial. But this book goes beyond trade. It considers the potential for border community cooperation in a variety of activities, public services, and shared infrastructure, culture that could yield rich dividends and make meaningless borders as separators of human activities. It examines the example of border cooperation in Europe through Euroregios as a model for Central Asia. Finally, the book concludes with a series of recommendations for public authorities intended to deepen border trade and cooperation.

At present, collecting and analyzing data from inside Myanmar remains notoriously difficult. There is, therefore, a non-Myanmar approach towards the majority of studies on Myanmar. This is especially the case when dealing with informal or illegal trade within the country’s territory. IRASEC and the Observatory on Illicit Trafficking wanted to fill this gap by giving the floor to Professor Winston Set Aung, the founder and the director of the Asia Development Research Institute, and director of the Asia Language and Business Academy in Myanmar. He is also an MBA lecturer at the Institute of Economics in Yangon and is involved in several international and regional research programs in partnership with various research institutes including the Institute of Asian Studies, Chulalongkorn University, Thailand; Tokyo University, Japan; and the Institute for Security and Development Policy of Sweden, Stockholm Environmental Institute. The focus of Professor Winston Set Aung’s study is to provide a Myanmar-centric perspective on informal or illegal trade. The author offers an analysis regarding the process of informal exchanges through a pragmatic and non-contextualized critique. The causes of informal and illegal exchanges are identified and described without commenting on their origins. This intentional, measured, and calculated conservative perspective enables us to think on how to best use these flows in the current political situation in Myanmar. Post-colonial and post-partition South Asia, one of the fastest-growing and yet one of the least integrated regions of the world, is marked by both optimism and pessimism. This intriguing dichotomy of strength and weakness, security and insecurity, hope and fear, connections and disconnects underpins South Asia’s regionalism conundrum and gives birth to borders and boundaries – both material and mental – with a complex territoriality. The Janus-faced nature of South Asian borderlands – the inward nationalizing impulses entangled with the outward regional frontier-orientations – is a stark reminder that history of mobility in this eco-geographical region is much older than the history of territoriality and colonial cartography and ethnography. This collection of meticulously researched, theoretically informed, case studies from South Asia provides useful insights into bordering, ordering and othering narratives as practices and performances that are intricately entangled with identity politics and security discourses. It shows how a sharper focus on subterranean subregionalism(s), border communities, popular geopolitics of enmity, and transborder challenges to sustainability, could open up spaces for new multiple (re)imaginings of borders at diverse scales and sights including sub-urban neighbourhoods, school textbooks/cinema and trans-border conservation initiatives. The chapters in this edited volume have been contributed by both renowned as well as young emerging scholars, looking into the borders and boundaries in South Asia.
