The thesis also discusses the results of a three-round survey, conducted by the researcher, to evaluate the importance, desirability and feasibility of Heritage of Western Australia Act 1990 and State government policies on local cultural heritage conservation. Based on the findings of the three rounds of the survey, the thesis argues that there is an urgent necessity for revision of the Heritage of Western Australia Act 1990 and the strengthening of State government heritage policies in the ways discussed and recommended in this thesis, so that any development proposal relating to a place listed in the Municipal inventory will be managed with proper regard for heritage values.
