The beginning of the millennium has been influenced by a visible acceleration of the globalisation process. A complex and dynamic phenomenon, it has generated a series of consequences at the political, strategic and military levels, as well as the cultural level. The increase of interdependence between actors on the international stage, modern technologies, means of communication, cross-border relations, and the constant flux of goods, capital, services and people entail major changes for the tools used by states in international relations. In this context, states are obligated to identify solutions to overcome risks and threats posed to peace and security, as current regional conflicts can easily become international. In order to streamline communication and interstate cooperation, beyond the classic appeal to tolerance, there has been, in recent years, an exponential increase of the use of culture and, by extension, cultural diplomacy. This book examines US subnational engagement in foreign relations, or paradiplomacy, with China and Taiwan from 1949 to 2020. As an alternative diplomatic history of the United States’ relations with divided China, it offers an in-depth chronological and thematic discussion of state and local communities’ responses to the China-Taiwan sovereignty conflict and their impact on US diplomacy. The book explains why paradiplomacy matters not only in the ‘low politics’ of economic and cultural cooperation, but also in the ‘high politics’ of diplomatic recognition. Presenting case studies of US states and cities developing policies towards divided China that paralleled, clashed or aligned with those pursued by federal agencies, it also identifies Chinese and Taiwanese objectives and strategies deployed when competing for US subnational ties. This book examines and systematises the theoretical dimensions of paradiplomacy - the role of subnational governments in international relations. Throughout the world, subnational governments play an active role in international relations by participating in international trade, cultural missions and diplomatic relations with foreign powers. These governments, including states in the USA and landers in Germany, can sometimes even challenge the official foreign policy of their national government. These activities, which are regularly promoting the subnational government’s interests, have been labelled as ‘paradiplomacy’. Through a systematisation of the different approaches in understanding constituent diplomacy, the author constructs an integrative theoretical explanatory framework to guide research on regional governments’ involvement in international affairs. The framework is based on a multiple-response questionnaire technique (MRQ) which provides the matrix of possible answers on a set of key questions for paradiplomacy scholarship. This comprehensive analysis of the phenomenon of paradiplomacy sheds light on the development of federalism and multi-level governance in a new global environment and contributes to the debates on the issue of 'actorness' in contemporary international affairs. The city of Manila is uniquely significant to Philippine, Southeast Asian and world history. It played a key role in the rise of Western colonial mercantilism in Asia, the extinction of the Spanish Empire and the ascendancy of the USA to global imperial hegemony, amongst other events. This book examines British and American writing on the city, situating these representations within scholarship on empire, orientalism and US, Asian and European political history. Through analysis of novels, memoirs, travelogues and journalism written about Manila by Westerners since the early eighteenth century, Tom Sykes builds a picture of Western attitudes towards the city and the wider Philippines, and the mechanics by which these came to dominate the discourse. This study uncovers to what extent Western literary tropes and representational models have informed understandings of the Philippines, in the West and elsewhere, and the types of counter-narrative which have emerged in the Philippines in response to them.
