This volume focuses on Serbia’s need to manage change while preserving community identities, a narrative that avoids the common depiction of Serbian culture as a hostile struggle between modernizers supporting foreign models and traditionalists advocating forms of national cultural patrimony. Traditions only function if they are allowed to bend to the necessary modifications demanded by a community’s changing historical circumstances. Tradition and change are two sides of the same coin which Serbia, in its many different incarnations, has experienced over the centuries, protecting its national heritage while borrowing and adapting intellectual and other trends from Byzantine, Ottoman and Western sources. Outside influences have been imposed as a direct result of foreign rule or through more friendly channels of communication, leading to a complex relationship between autochthonous and alien elements in Serbian society and culture. This book argues that the division between the national and international frameworks has often been a false dichotomy, with outside features embedded in domestic symbolic capital and Serbian culture simultaneously determined on local, national, regional and global levels. David A. Norris’s approach offers a new perspective to students, academics and general readers interested in the history of Serbia’s participation in the broad networks of cultural exchange.

When the regime led by Slobodan Milošević came to an end in October 2000, expectations for social transformation in Serbia and the rest of the Balkans were high. The international community declared that an era of human rights had begun, while domestic actors hoped that the conditions that had made a violent dictatorship possible could be eliminated. More than a decade after the International Criminal Tribunal for the Former Yugoslavia initiated the process of bringing violators of international humanitarian law to justice, significant legal precedents and facts have been established, yet considerable gaps in the historical record, along with denial and disagreements, continue to exist in the public memory of the Yugoslav wars. Guilt, Responsibility, and Denial sets out to trace the political, social, and moral challenges that Serbia faced from 2000 onward, offering an empirically rich and theoretically broad account of what was demanded of the country's citizens as well its political leadership—and how these challenges were alternately confronted and ignored. Eric Gordy makes extensive use of Serbian media to capture the internal debate surrounding the legacy of the country's war crimes, providing one of the first studies to examine international institutional efforts to build a set of public memories alongside domestic Serbian political reaction. By combining news accounts, courtroom transcripts, online discussions, and his own field research, Gordy explores how the conflicts and crimes that were committed under Milošević came to be understood by the people of Serbia and, more broadly, how projects of transitional justice affect the ways society faces issues of guilt and responsibility. At a time when some EU member states are attracting attention for the rise to power of illiberal, anti-democratic political movements, this book’s analytical focus on ideas and identities helps explain why institutional progress is not necessarily reflected in the formation of liberal, democratic publics. Starting from the premise that citizens can only uphold the institutions of liberal democracy when they understand and identify with the principles enshrined in them, the author applies normative public sphere theory to the analysis of political discourse and everyday discussion in Serbia and Bulgaria. From this perspective, the Serbian public sphere is observed to be more contested, pluralist and, at the margins, liberal than that of Bulgaria. Considering that Bulgaria has been a full EU member since 2007 while Serbia remains stuck in the waiting room, it is argued that democratic cultures are not shaped by elite-led drives to meet institutional criteria but rather by the spread of ideas through politics, the media and the discussions of citizens. Moving beyond the narrow focus on institutions that currently prevails in studies of democratization, this book demonstrates the value of a more ethnographic and society-oriented approach.

Exploring the impact of the International Criminal Tribunal (ICTY) on regime change in Serbia, this book examines the relationship between international criminal justice and democratisation. It analyses in detail the repercussions of the ICTY on domestic political dynamics and provides an explanatory account of Serbia's transition to democracy. Lack of cooperation and compliance with the ICTY was one of the biggest obstacles to Serbia's integration into Euro-Atlantic political structures following the overthrow of Milosevic. By scrutinising the attitudes of the Serbian authorities towards the ICTY and the prosecution of war crimes, Ostojic explores the complex processes set in motion by the international community's policies of conditionality and by the prosecution of the former Serbian leadership in The Hague. Drawing on a rich collection of empirical data, he demonstrates that the success of international judicial intervention is premised upon democratic consolidation and that transitional justice policies are only ever likely to take root when they do not undermine the stability and legitimacy of political institutions on the ground.

This thesis examines the origins of the conflict which engulfed the former Yugoslavia in 1991. Findings will indicate that the violence within this culturally diverse and historically multi-ethnic region of Europe was not driven by ancient ethnic sentiments, nor was it a 'civil war' between 'traditional tribal rivals' --fighting for 'hundreds of years'--; but was rather the direct result of a within-group (intra-state/inter-cultural) political struggle. The study will demonstrate that the violence witnessed by the international community can be traced to the destructive strategies adopted by a threatened status-quo elite for political survival. Specifically, the source of this tragedy can be traced to the post-Tito struggle for power in the face of political and economic reform; with primary responsibility for the deterioration falling squarely on the shoulders of the Serbian President, Slobodan Milosevic'. Through extensive manipulation of the Serbian culture and its historical symbols, President Milosevic' created an external threat to Serbia, united the Serbs around him in a common fight for survival, and based his domestic and foreign policies on the defeat of this fabricated threat. Far from an inevitable and 'spontaneous combustion' of ethnic hatreds, the conflict began as a coldly premeditated, systematic, and violent power drive; flieled by hyper-nationallsm and employing 'ethnic cleansing' as Milosevic' sought to create and dominate an ethnically pure 'Greater Serbia'.
