Visions of Cannabis Control argues that cannabis prohibition is the result of moral panic that has been instigated, perpetuated, and sustained in ways that are difficult to dislodge. The book documents the history of these cannabis policies and explores the impact of issues such as racism, labelling, and stigmatization. Stan Cohen argued that reforms designed to replace carceral tendencies within correctional institutions can instead extend such approaches into our communities. The idea that criminal justice reforms often reproduce what they were intended to disrupt can be applied to the cannabis revolution currently underway around the world. Racial disparities in arrests persist, exacerbated by laws that make it legal to possess cannabis but illegal to consume it anywhere but in your home. In this book, the authors argue that too often, cannabis liberalization comes at the cost of expanding paternalistic public health models and abstention-based diversion programs. The goal of dismantling and disrupting illicit markets has undermined onerous regulations, anaemic marketing efforts, and failure to promote consumer-centred approaches. Emphasizing public health goals ahead of market conditions complicates legal cannabis as an industry. To understand the future of cannabis policy, Visions of Cannabis Control examines the experience of six countries and several US states through the lens of criminological theory, recent research, and practice. The book presents several solutions for responsible regulation concluding that sustaining reform will require a more inclusive approach ensuring those affected by cannabis policies are consulted, respected, and involved.

For the majority of its history, the cultivation of cannabis did not stand out, at least compared to the cultivation of other illegal plants. Cannabis plantations, like coca bush or opium poppy plantations, were typically large in size, grown by local farmers in a handful of developing (producing) countries, processed and then exported to industrial (consuming) nations. While cocaine and heroin are still produced in a handful of developing countries, cannabis cultivation is increasingly universal. From Europe to the Americas and Oceania, import substitution in cannabis markets has been noticed in almost every developed country around the world, with a notable aversion for discrimination. Geographical, technological, cultural and economic factors help to explain why (indoor and outdoor) domestic cultivation is well established, and why the nature and extent of cultivation varies so dramatically across the western, developed nations. As we start the second decade of the 21st century, the new cannabis industry continues to fascinate both casual and academic observers of the drug scene. Researchers around the world have become increasingly interested in the phenomenon, aiming to describe, and potentially explain, the rapid switch from importation to domestic production in their own countries. In bringing together some of the world's leading experts on cannabis cultivation this book contains sixteen chapters that take an interdisciplinary look at global trends in cannabis cultivation. This book demonstrates how culture matters for the understanding of cannabis use. It stems from the growing body of research on how users manoeuvre stigmatisation and celebrate the subcultural status of cannabis amid rapid transformation of the substance and its societal reception. The volume presents international studies that challenge the normalisation thesis and simplified views on patterns of use, as well as the Western bias in social research of cannabis. Chapters in this book map the variability of cannabis cultures and markets on a global scale including digital, regulated and illicit markets in transformation. They study cannabis through stigmatisation, gender, social worlds, symbolic boundaries, subcultures, and identity work. The chapters address diverse themes, such as how Latvian, Polish, Nigerian or Mexican users negotiate mainstream conservative, and sometimes gendered societal reactions to cannabis - and how Nordic users’ identities are played out in more progressive contexts. Cannabis consumption, commerce, and control in global history, from the nineteenth century to the present day. This book gathers together authors from the new wave of cannabis histories that has emerged in recent decades. It offers case studies from Africa, Asia, the Americas, Europe, and the Middle East. It does so to trace a global history of the plant and its preparations, arguing that Western colonialism shaped and disseminated ideas in the nineteenth century that came to drive the international control regimes of the twentieth. More recently, the emergence of commercial interests in cannabis has been central to the challenges that have undermined that cannabis consensus. Throughout, the determination of people around the world to consume substances made from the plant has defied efforts to stamp them out and often transformed the politics and cultures of using them. These texts also suggest that globalization might have a cannabis history. The migration of consumers, the clandestine networks established to supply them, and international cooperation on control may have driven much of the interconnectedness that is a key feature of the contemporary world.
