Renaissance Italians pioneered radical changes in ways of helping the poor, including orphanages, workhouses, pawnshops, and women’s shelters. Nicholas Terpstra shows that gender was the key factor driving innovation. Most of the recipients of charity were women. The most creative new plans focused on features of women’s poverty like illegitimate births, hunger, unemployment, and domestic violence. Signal features of the reforms, from forced labor to new instruments of saving and lending, were devised specifically to help young women get a start in life. Cultures of Charity is the first book to see women’s poverty as the key factor driving changes to poor relief. These changes generated intense political debates as proponents of republican democracy challenged more elitist and authoritarian forms of government emerging at the time. Should taxes fund poor relief? Could forced labor help build local industry? Focusing on Bologna, Terpstra looks at how these fights around politics and gender generated pioneering forms of poor relief, including early examples of maternity benefits, unemployment insurance, food stamps, and credit union savings plans.

Merging historical research with insights drawn from theories of gift-giving, the book analyses practices of informal support within varied social networks, associations and groups over the entire period. It argues that the processes entailed in the Reformation, state formation and the implementation of the poor laws, as well as market and urban expansion, acted as powerful catalysts for many forms of informal help. Within certain boundaries, the early modern era witnessed the diversification, increase and invigoration, rather than the demise, of gift-giving and informal support.

For centuries the provision of welfare services to the needy was primarily the responsibility of private citizens and voluntary agencies, with the state acting as the provider of last resort, through the poor laws. state has created a dilemma for the voluntary sector. Unable to compete with the state in terms of resources or coverage, many charities have become little more than government sub-contractors, charging fees to provide services. As a result, charities have lost some of their independence, their capacity to be innovative, and their special significance as primary institutions of civil society, providing training grounds for good citizenship. increasingly blurred, many voluntary organisations have been transformed from pioneering bodies into pressure groups for ever-greater state provision. Very few charities now offer any real alternative to the statutory approach or seek to base programmes on a more positive view of human nature. mechanism whereby charities receive money from government in return for undertaking set tasks, is contrary to the moral purpose of their Victorian founders.
