In this fascinating new account of Old Regime Europe, T. C. W. Blanning explores the cultural revolution which transformed eighteenth-century Europe. During this period the court culture exemplified by Louis XIV's Versailles was pushed from the centre to the margins by the emergence of a new kind of space - the public sphere. The author shows how many of the world's most important cultural institutions developed in this space: the periodical, the newspaper, the novel, the lending library, the coffee house, the voluntary association, the journalist, and the critic. It was here that public opinion staked its claim to be the ultimate arbiter of culture and politics. For the established order this new force was to prove both a challenge and an opportunity and the author's comparative study of power and culture shows how regimes sought to keep their balance as the ground moved beneath their feet. In the process he explains, among other things, why Britain won the 'Second Hundred Years War' against France, how Prussia rose to become the dominant power in German-speaking Europe, and why the French monarchy collapsed.

Shifting the focus from the medical use of spas to their cultural and social functions, this study shows that eighteenth- and early nineteenth-century German spas served a vital role as spaces where new ways of perceiving the natural environment and conceptualizing society were disseminated. Although spas continued to be places of health and healing, their function and perception in central Europe changed fundamentally around the middle of the eighteenth century. This transformation of the role of the spa occurred in two ways. First, the spa popularized a new perception of the landscape with a preference for mountains and the seacoast, forming the basis for the cultural assumptions underlying modern tourism. Second, contemporaries perceived spas as meeting places comparable to institutions of Enlightenment sociability like coffeehouses, salons, and Masonic lodges. Spas were conceived as spaces where the nobility and the bourgeoisie could interact on an equal footing, thereby overcoming the constraints of early modern social boundaries. These changes were negotiated through both personal interactions at spas and an increasingly sophisticated published spa discourse. The late eighteenth- and early nineteenth-century German spa thus helped to bring about social and cultural modernity.

FORTHCOMING OPEN ACCESS TITLE This collection of essays re-examines ideas of change and movements for change in early modern Europe without presuming that "progressive" change was the outcome of "reforms". "Reform" today implies rational, incremental change to public institutions and procedures. "Improvement" has a more general application, emphasising the positive outcome to which "reform" is oriented. But the language of reform is today used of historical personalities and movements that did not themselves use the term, and who in many cases were not necessarily seeking the progressive change that we would understand today. The activities of "reform" were embedded in contemporary politics, and while "improvement" was part of a contemporary vocabulary, its real presence has been obscured by the range of natural languages in which it was expressed. Contributors to this volume seek to establish what was meant by contemporary usage. Bringing together scholars of Russia, Southern, Western, Central and Northern Europe, this collection sheds new light on both common and divergent features of a political process too often treated as a uniform movement towards modernity. The emergence of the state in Europe is a topic that has engaged historians since the establishment of the discipline of history. Yet the primary focus of has nearly always been to take a top-down approach, whereby the formation and consolidation of public institutions is viewed as the outcome of activities by princes and other social elites. Yet, as the essays in this collection show, such an approach does not provide a complete picture. By investigating the importance of local and individual initiatives that contributed to state building from the late middle ages through to the nineteenth century, this volume shows how popular pressure could influence those in power to develop new institutional structures. By not privileging the role of warfare and of elite coercion for state building, it is possible to question the traditional top-down model and explore the degree to which central agencies might have been more important for state representation than for state practice. The studies included in this collection treat many parts of Europe and deal with different phases in the period between the late middle ages and the nineteenth century. Beginning with a critical review of state historiography, the introduction then sets out the concept of 'empowering interactions' which is then explored in the subsequent case studies and a number of historiographical, methodological and theoretical essays. Taken as a whole this collection provides a fascinating platform to reconsider the relationships between top-down and bottom-up processes in the history of the European state.
