Cultuur (Samenvattingen van de EU-wetgeving) 2018 In artikel 167 van het Verdrag betreffende de werking van de Europese Unie wordt de rol van de Europese Unie (EU) op het gebied van cultuur vastgelegd: het ondersteunt en coördineert het werk van de lidstaten en vult het aan. Daarnaast wil het nadruk leggen op het gemeenschappelijke culturele erfgoed van Europa. De EU steunt acties om het culturele erfgoed te bewaren en om de samenwerking en transnationale uitwisselingen tussen culturele instellingen in lidstaten te bevorderen. Het nieuwe financieringsprogramma "Creatief Europa" loopt van 2014 tot 2020. Andere initiatieven zijn onder andere Dagen van het erfgoed (lokale initiatieven waarmee plaatsen die normaal gezien niet toegankelijk zijn voor het publiek worden opengesteld) en Culturele hoofdsteden, beide gestart in 1985. De EU werkt ook samen met andere internationale organisaties om problemen zoals de illegale handel in cultuurgoederen aan te pakken.

Zuidelijk van de stad Groningen ligt een geliefd natuurgebied, dat tijdens extreme regenval overtollig water kan bergen: De Onlanden. De inrichting van dit veengebied ging gepaard met een omvangrijk en bijzonder archeologisch onderzoek, uitgevoerd door het Groninger Instituut voor Archeologie van de Rijksuniversiteit Groningen. In 62 middeleeuwse huisplaatsen werd met de hand een kijkgat van 2 bij 1 m gegraven, waarna tien huisplaatsen meer uitgebreid archeologisch zijn onderzocht. Het onderzoek leverde een schat aan nieuwe gegevens op: over de vorming van het landschap sinds de laatste ijstijd, over de stapsgewijze ontginning van het veen sinds de late 10e eeuw, en over de pragmatische oplossingen die door middeleeuwse veeboeren tegen wateroverlast werden bedacht. Toch bleken deze oplossingen ontoereikend, zodat het gebied in de 14e eeuw moest worden verlaten. Vanaf de 16e eeuw namen opportunistische boeren enkele van de oude huisplaatsen opnieuw in gebruik, totdat het gebied in de 19e eeuw voorgoed werd opgegeven en sindsdien uit onbewoonbaar ‘on-land’ bestaat. Wat tegenwoordig van de vroegere huisplaatsen resteert, zijn lichte verhogingen ter plekke van de huisplaatsen zelf. Beter zichtbaar zijn de honderden sloten die ooit met de hand voor ontwatering van het veen zijn gegraven. Verder is het nu stil in De Onlanden, waar het leven met én de strijd tegen het water net als in het verleden hand in hand gaan. Binnen de huidige Onlanden is er veel aandacht voor vegetatie en vogels. Met het verschijnen van een imposant boek over de opgravingsresultaten, getiteld ‘Huisplaatsen in De Onlanden. De geschiedenis van een Drents veenweidegebied’, worden voor het eerst ook de rijke cultuurhistorische waarden belicht. Het zijn juist deze waarden die de fascinerende wisselwerking tussen de mens en zijn natuurlijke omgeving tonen.

Despite being told that we now live in a cosmopolitan world, more and more people have begun to assert their identities in ways that are deeply rooted in the local. These claims of autochthony—meaning “born from the soil”—seek to establish an irrefutable, primordial right to belong and are often employed in politically charged attempts to exclude outsiders. In The Perils of Belonging, Peter Geschiere traces the concept of autochthony back to the classical period and incisively explores the idea in two very different contexts: Cameroon and the Netherlands. In both countries, the momentous economic and political changes following the end of the cold war fostered anxiety over migration. For Cameroonians, the question of who belongs where rises to the fore in political struggles between different tribes, while the Dutch invoke autochthony in fierce debates over the integration of immigrants. This book aims to present a comprehensive theory of militant democracy and to answer questions such as: How can a democracy protect itself against its own downfall? And when is intervention against antidemocrats justified?
