It is now recognized that the impacts (or effects) of different industrial activities accumulate over time and space and that these cumulative effects result in greater impacts than those resulting from a single activity. Although cumulative effects assessment has been a requirement of environmental assessments in Canada since 1992, there are still many obstacles that make it a very complex, if not impractical, task for practitioners. The main objective of this Master's thesis was to identify the obstacles and difficulties in the practice of cumulative effects assessment in Canada and to make concrete and realistic recommendations, based on these challenges, to ultimately improve the practice and results of these assessments. To achieve this objective, this project was divided into three parts: 1) a literature review, 2) the conduct of five focus groups with First Nations and environmental advisory committees in Canada, and 3) the conduct of 15 semi-structured interviews with practitioners who conduct environmental impact assessments and with federal government employees working in this field. The results of this master's project show that several obstacles still affect the work of practitioners when assessing cumulative effects. Based on the participants' responses, specific and accessible potential solutions in the form of recommendations have been developed to limit or even remedy these problems. They include: 1) legislation to make all data publicly available, 2) a legal requirement to monitor specific environmental components, 3) better use and integration of the knowledge of local stakeholders into cumulative effects assessment and decision-making processes, and 4) the development of government plans to conduct regional assessments in different regions of the country, particularly those that have high industrial activity.
