Originally published in 1982, this is a valuable resource for students interested in environmental studies and public policy.

Natural resource policies provide the foundation for sustainable resource use, management, and protection. Natural Resource Policy blends policy processes, history, institutions, and current events to analyze sustainable development of natural resources. The book’s detailed coverage explores the market and political allocation and management of natural resources for human benefits, as well as their contributions for environmental services. Wise natural resource policies that promote sustainable development, not senseless exploitation, promise to improve our quality of life and the environment. Public or private policies may be used to manage natural resources. When private markets are inadequate due to public goods or market failure, many policy options, including regulations, education, incentives, government ownership, and hybrid public/private policy instruments may be crafted by policy makers. Whether a policy is intended to promote intensive management of natural resources to enhance sustained yield or to restore degraded conditions to a more socially desirable state, this comprehensive guide outlines the ways in which natural resource managers can use their technical skills within existing administrative and legal frameworks to implement or influence policy.

Second edition With a new foreword by Lynton Keith Caldwell In Managing the Environmental Crisis William R. Mangun and Daniel H. Henning provide a balanced and comprehensive guide to the management of complex environmental and natural resource policy issues. Taking into account new developments, trends, and issues that have arisen in recent years, the authors begin with the recognition, often overlooked, that it is not the environment that needs to be managed but human action relating to the environment. The authors review issues associated with a range of environmental policy concerns, including energy considerations, renewable and non renewable resource management, pollution control, wilderness management, and urban and regional policy. The history of these issues, recent actions pertaining to their management, difficulties associated with their continued presence, and the consequences of a failure to address these concerns are explored. Though focused on specific political issues, Mangun and Henning direct their attention to two large-scale trends--globalization and the political polarization of the environmental movement. At the level of the decision-making process, the incorporation of values--specifically addressed from multicultural and cross-disciplinary perspectives--is also discussed. International in scope, the book provides descriptions of the roles of both governmental and nongovernmental organizations in the formulations and implementation of national and global environmental policy. This thoroughly revised second edition discusses various successes in the arenas of environmental cooperation and management strategy while pointing to the new challenges that have emerged in the last decade.

When approached by Warren Samuels, the series editor, about organizing a volume on natural resource economics, I was at a loss as to how one might possibly capture in "several major essays plus several shorter comments thereon" all of the diverse activities that fall within this exciting discipline. I was further asked to have the book take an "affirmative but constructively critical look at its subject. " The volume was to be interpretative, it was to be reasonably comprehensive, and yet it was to attempt to present divergent views on the "development, tensions, present status, and, especially, possible lines of development of each field. " Upon reflection, I decided to have the book focus on natural resource economics as a distinctly applied policy science. Hence the title: Natural Resource Economics: Policy Problems and Contemporary Analysis. While this allowed clarification of a particular sort, it did little to narrow the range of policy issues that ought to be considered candidates for inclu sion. But it did seem, after some thought, that three broad issues persist at center stage in natural resource policy.

Environmental issues are of fundamental importance, and a broad approach to understanding the relationship between the human economy and the natural world is essential. In a rapidly changing policy and scientific context, this new edition of Environmental and Natural Resource Economics reflects an updated perspective on modern environmental topics. Now in its fifth edition, this textbook includes enhanced and updated material on energy, climate change, greening the economy, population, agriculture, forests and water—reflecting the greater urgency required to solve the big environmental problems in these areas. It introduces students to both standard environmental economics and the broader perspective of ecological economics, balancing analytical techniques of environmental economics topics with a global perspective on current ecological issues such as population growth, global climate change and "green" national income accounting. Harris and Roach’s premise is that a pluralistic approach is essential to understand the complex nexus between the economy and the environment. This perspective, combined with its emphasis on real-world policies, is particularly appealing to both instructors and students. This is the ideal text for undergraduate classes on environmental, natural resource and ecological economics, and postgraduate courses on environmental and economic policy.
