As a programme of directed socialand behavioural change, Family Planning has made considerable progress in India. An impressive library of family planning research has also been created in the process. There is, however, a disturbing communication gap between the research and the policy maker / planner-administrator. Research findings do not get canalized into action programmes. These two remain discrete activities with very little of interface between them. One of the reasons for this is lack of systematization of research findings. A stage has been reached when the stock-taking of the existing body of research has become necessary to provide a sort of ‘system’ or ‘order’ to the widely scattered data and findings, and to identify research gaps. This double exercise will render current research utilizable, and will stimulate further research. This is what Professor Kamala Gopal Rao does in this book. A distinguished researcher in the field of family planning, Dr. Rao has attempted to summarize and present in common format over 500 studies conducted in India, between 1950-1973, on different aspects of family planning. The main findings of the studies are critically reviewed for their relevance to the ongoing family planning programme. She has also reviewed the methodologies employed in family planning research. She suggests strategies to promote utilization of research. The book fulfils the much felt need for a ready reference for researchers and a guide to administrators, policy makers, and programme planners concerned with family planning.

In this book the authors review initiatives in improving the quality of care for family planning in India and bring them to the broader forum of policy-level discussions. The global Family Planning 2020 (FP2020) framework argues for voluntary rights-based family planning programmes. The rights-based approach builds on the bedrock of quality of care, which means listening to what women want, treating individuals with dignity and respect and ensuring that everyone has access to full information and high quality care. Improving the quality of care in family planning services in a country like India is crucial from individual, national and global considerations. This volume contains the papers on family planning research which were presented at the XIth World Congress on Fertility and Sterility held in Dublin, Ireland in June, 1983 under the auspices of the International Federation of Fertility Societies. Section 1, deals with the area of natural family planning, determination of the fertile period and effects of lactation. More than a quarter of pregnancies worldwide are unintended. Between 1995 and 2000, nearly 700,000 women died and many more experienced illness, injury, and disability as a result of unintended pregnancy. Children born from unplanned conception are at greater risk of low birth weight, of being abused, and of not receiving sufficient resources for healthy development. A wider range of contraceptive options is needed to address the changing needs of the populations of the world across the reproductive life cycle, but this unmet need has not been a major priority of the research community and pharmaceutical industry. New Frontiers in Contraceptive Research: A Blueprint for Action, a new report from the Institute of Medicine of the National Academies, identifies priority areas for research to develop new contraceptives. The report highlights new technologies and approaches to biomedical research, including genomics and proteomics, which hold particular promise for developing new products. It also identifies impediments to drug development that must be addressed. Research sponsors, both public and private, will find topics of interest among the recommendations, which are diverse but interconnected and important for improving the range of contraceptive products, their efficacy, and their acceptability.

The Sources and Nature of the Statistics of the United Kingdom, produced under th~ auspices of the Royal Statistical Society and edited by Maurice Kendall, filled a notable gap on the library shelves when it made its appearance in the early post-war years. Through a series of critical reviews by many of the foremost national experts, it constituted a valuable contemporary guide to statisticians working in many fields as well as a bench-mark to which historians of the development of Statistics in this country are likely to return again and again. The Social Science Research Council* and the Society were both delighted when Professor Maunder came forward with the proposal that a revised version should be produced, indicating as well his willingness to take on the onerous task of editor. Program evaluation is not among the most popular of exercises, since it carries risks for all associated with it. Because every important program has friends and enemies anxious for its prosperity or demise, the investigators and their findings will normally be attacked from at least one side and not infrequently from both. But this is an occupational hazard, dutifully accepted by its practitioners; for some it even adds a zestful touch of danger. However, the program's sponsors and its participants require an unusual degree of courage, since negative or indifferent results are not infrequently used to impugn their wisdom or dedication. We applaud the courage of all those who, in the interest of improving policies and programs to further their clients' well-being, assumed the risks of introducing scientific program evaluation: Primary credit goes to the sponsor of the current research, the United Nations Fund for Population Activities (UNFPA), in particular the Mediterranean and Middle East Branch and its chief, Roushdi El Henedi.
