At no time in the history of public education has there been such a dramatic discrepancy between accelerated standards and expectations and adequate funding for our schools. Much has been written about how to achieve new expectations in the realm of student achievement. Much has also been written about the need for accountability and the restructuring of how education dollars are spent. Unfortunately, most of the input regarding the need for 'belt-tightening' is unaccompanied by any tangible solutions or suggestions and results only in hollow rhetoric or convenient political sound bytes. Tim Adsit and George Murdock's journey into meaningful avenues for cost-savings in public education is clearly an exception. In this book, readers will find many practical ideas for saving money, which can be readily implemented.

After examining budgets from all kinds of schools, over the past three decades, two key findings emerged: school budgets reflect school values, intentionally or not; and, there are noteworthy ways to reduce the costs of operating schools. This text addresses two ways to gain insight and shed light on the question: How much does a great school cost? Sixteen educators were asked about their perceptions of greatness in schools, innovations worthy of pursuit, and barriers to change. This examination unpacks the expenditures and revenue options in existing schools; as well as, costs associated with an envisioned New School. This account addresses both an analysis of what is and what could be, at the same time as revealing innovative ways to save on schooling expenditures, and think differently about schools as potential revenue-generating institutions. Changing mindsets is at the core of school improvement, and while greatness may be defined in different ways, the budget will reflect what matters in an institution. A great school may not cost as much as you might think, but the willingness to re-purpose funds and generate revenue, can help jump start the engines of change.

The United States annually spends over $300 billion on public elementary and secondary education. As the nation enters the 21st century, it faces a major challenge: how best to tie this financial investment to the goal of high levels of achievement for all students. In addition, policymakers want assurance that education dollars are being raised and used in the most efficient and effective possible ways. The book covers such topics as: Legal and legislative efforts to reduce spending and achievement gaps. The shift from "equity" to "adequacy" as a new standard for determining fairness in education spending. The debate and the evidence over the productivity of American schools. Strategies for using school finance in support of broader reforms aimed at raising student achievement. This book contains a comprehensive review of the theory and practice of financing public schools by federal, state, and local governments in the United States. It distills the best available knowledge about the fairness and productivity of expenditures on education and assesses options for changing the finance system.

This study investigates whether declines in public funding for post-secondary institutions have increased for-profit enrollment. The two primary channels through which funding might operate to reallocate students across sectors are price (measured by tuition) and quality (measured by resource constraints). The authors estimate, on average, that a 10% cut in appropriations raises tuitions about 1 to 2% and decreases faculty resources by 1/2 to 1%, creating large bottlenecks for prospective students on both price and quality. These cuts generate a nearly one percentage point increase in the for-profit market share of "elastic" enrollment (i.e. attendees of community colleges plus for-profit institutions), owing entirely to students who, in a better funding environment, would have attended a public institution. The authors also show that for every 1% increase in flagship tuition generated by funding shortfalls, for-profit attendance increases by 1-1/2%. Tables and figure. This is a print on demand report.
