A bold re-conceptualization of the fundamentals driving behavior and dynamics in cyberspace. Most cyber operations and campaigns fall short of activities that states would regard as armed conflict. In Cyber Persistence Theory, Michael P. Fischerkeller, Emily O. Goldman, and Richard J. Harknett argue that a failure to understand this strategic competitive space has led many states to misapply the logic and strategies of coercion and conflict to this environment and, thus, suffer strategic loss as a result. The authors show how the paradigm of deterrence theory can neither explain nor manage the preponderance of state cyber activity. They present a new theory that illuminates the exploitive, rather than coercive, dynamics of cyber competition and an analytical framework that can serve as the basis for new strategies of persistence. Drawing on their policy experience, they offer a new set of prescriptions to guide policymakers toward a more stable, secure cyberspace.

Deter Disrupt Or Deceive written by Robert Chesney and has been published by Georgetown University Press this book supported file pdf, txt, epub, kindle and other format this book has been release on 2023-05-01 with Political Science categories.

A fresh perspective on statecraft in the cyber domain The idea of “cyber war” has played a dominant role in both academic and popular discourse concerning the nature of statecraft in the cyber domain. However, this lens of war and its expectations for death and destruction may distort rather than help clarify the nature of cyber competition and conflict. Are cyber activities actually more like an intelligence contest, where both states and nonstate actors grapple for information advantage below the threshold of war? In Deter, Disrupt, or Deceive, Robert Chesney and Max Smeets argue that reframing cyber competition as an intelligence contest will improve our ability to analyze and strategize about cyber events and policy. The contributors to this volume debate the logics and implications of this reframing. They examine this intelligence concept across several areas of cyber security policy and in different national contexts. Taken as a whole, the chapters give rise to a unique dialogue, illustrating areas of agreement and disagreement among leading experts and placing all of it in conversation with the larger fields of international relations and intelligence studies. Deter, Disrupt, or Deceive is a must read because it offers a new way for scholars, practitioners, and students to understand statecraft in the cyber domain.

Medeiros assess likely drivers and characteristics of Xi Jinping’s upcoming third term as Chinese leader Nicholas Crawford and David F. Gordon make the case that the green-energy transition is essential, despite new geopolitical risks caused by ‘greenflation’ Nigel Gould-Davies examines the recent foreign-policy failures of Belarus and Russia and sets out three lessons for a post-war order in the region And five more thought-provoking pieces, as well as our regular Book Reviews and Noteworthy column.

Cyber Operations And Their Responsible Use written by Marcus Willett and has been published by Taylor & Francis this book supported file pdf, txt, epub, kindle and other format this book has been release on 2024-11-21 with Political Science categories.

In the twenty-first century, cyberspace and the ‘real world’ have become inseparable. The stability and security of cyberspace therefore affect, in increasingly profound ways, the economies, international reputations, national security, military capabilities and global influence of states. In their short history, operations in cyberspace have already been used extensively by states and their non-state supporters for many purposes. They are an inevitable aspect of contemporary international affairs while carrying significant risk. In this Adelphi book Marcus Willett, a former deputy head of GCHQ, argues that there is no coherent or widely shared understanding of what cyber operations really are, how they are used and what they can do; or of their implications for strategic affairs and international law; or what their ‘responsible’ use really entails. The myths and misunderstandings that abound tend to dull the conceptual clarity needed by strategic policymakers and overseers, and they complicate the essential task in a liberal democracy of maintaining public consent for, and legitimisation of, the development and use of such capabilities. The book sheds light on these issues, exposing myths and clarifying misunderstandings.

Faced with relentless technological aggression that imperils democracy, how can Western nations fight back? Before the cyber age, foreign interference in democratic politics played out in a comparatively narrow arena. The rapid expansion of cyberspace has radically altered this situation. The hacking activities of Russian military agents in the 2016 US presidential election and other major incidents demonstrate the sophisticated offensive strategies pursued by geopolitical adversaries. The West is winning the technology race--yet losing the larger contest over cybersecurity. Lucas Kello reveals the failures of present policy to prevent cyberattacks and other forms of technological aggression. Drawing upon case studies and interviews with decision-makers, he develops a bold new approach: a concentrated and coordinated response strategy that targets adversaries' interests and so recaptures the initiative. Striking Back provides an original solution to national security challenges in our era of intense technological rivalry.

Cybersecurity written by Damien Van Puyvelde and has been published by John Wiley & Sons this book supported file pdf, txt, epub, kindle and other format this book has been release on 2024-09-27 with Political Science categories.

In the last decade, the proliferation of billions of new Internet-enabled devices and users has significantly expanded concerns about cybersecurity. How much should we worry about cyber threats and their impact on our lives, society and international affairs? Are these security concerns real, exaggerated or just poorly understood? In this fully revised and updated second edition of their popular text, Damien Van Puyvelde and Aaron F. Brantly provide a cutting-edge introduction to the key concepts, controversies and policy debates in cybersecurity today. Exploring the interactions of individuals, groups and states in cyberspace, and the integrated security risks to which these give rise, they examine cyberspace as a complex socio-technical-economic domain that fosters both great potential and peril. Across its ten chapters, the book explores the complexities and challenges of cybersecurity using new case studies – such as NotPetya and Colonial Pipeline – to highlight the evolution of attacks that can exploit and damage individual systems and critical infrastructures. This edition also includes “reader’s guides” and active-learning exercises, in addition to questions for group discussion. Cybersecurity is essential reading for anyone interested in understanding the challenges and opportunities presented by the continued expansion of cyberspace.

The United States Defend Forward Cyber Strategy written by Jack Goldsmith and has been published by Oxford University Press this book supported file pdf, txt, epub, kindle and other format this book has been release on 2022 with Law categories.

In the 2010s, America's adversaries conducted numerous damaging cyber operations inside the United States: the Office of Personnel Management breach, attacks on banks, persistent intellectual property theft by China, and the Russian intervention in the 2016 election. The US--possessor of the world's most powerful cyber arsenal--responded in 2018 by unveiling a new Defend Forward strategy. It is a large step in the direction of more aggressive action in cyberspace--albeit for defensive ends. The US has not attempted to hide this shift. To the contrary, it has telegraphed the change. But the telegraphing has taken place at a highly abstract level. Very little is known about precisely what types of operations Defend Forward entails. While the US government has asserted that Defend Forward is consistent with domestic and international law, it has not explained how the new strategy overcomes the perceived legal constraints that previously tempered US responses to cyber intrusions and threats. This volume, edited by Jack Goldsmith and featuring a cast of leading scholars in the field, provides an authoritative overview of the origins and operation of Defend Forward, and a comprehensive assessment of its legality. For anyone interested in the future of great power conflict and the cyber strategies that the US is deploying against its adversaries, The United States' Defend Forward Cyber Strategy is an essential read.
