Cyber Terrorism: Political and Economic Implications is a cyber terrorism brief that outlines many of the recent terrorist activities, political objectives, and their use of cyberspace. Much of this book is dedicated to illustrating the use of the global information infrastructure by terrorists for the communication and coordination of distributed terrorist cells, the gathering of target intelligence, and the use of cyber criminal activities as a force multiplier for both physical attacks and infrastructure destabilization. This book identifies the underlying technologies of the global information infrastructure as a means for presenting how critical this emerging domain has become. It then discusses the current attack methods and lays out a series of scenarios for key industry sectors. Lastly, Cyber Terrorism: Political and Economic Implications puts forward prevention and response policies for reducing cyber terrorism activities in the context of traditional information security objectives.

This is the 32nd volume in the Occasional Paper series of the U.S. Air Force Institute for National Security Studies (INSS). This paper, along with Occasional Paper 33, Steven Rinaldi's "Sharing the Knowledge: Government-Private Sector Partnerships to Enhance Information Security,"address the context surrounding the question of how the U.S. military responds to the cyber threat facing the American military and society today. Rinaldi examines the issues of partnering and sharing sensitive information across private and governmental sectors as a central requirement of a national risk reduction and management effort in the face of the threat of cyber attack. In this paper, Richard Aldrich examines definitional and jurisdictional issues, constitutional and statutory concerns, and both the necessity and desirability of an international treaty addressing cyberterrorism and computer crime. Together these two papers provide fresh thinking and critical perspective on a security threat arena that increasingly captivates the headlines.

The emergence of the World Wide Web, smartphones, and Computer-Mediated Communications (CMCs) profoundly affect the way in which people interact online and offline. Individuals who engage in socially unacceptable or outright criminal acts increasingly utilize technology to connect with one another in ways that are not otherwise possible in the real world due to shame, social stigma, or risk of detection. This book includes lively and engaging features, such as discussion questions, boxed examples of unique events and key figures in offending, quotes from interviews with active offenders and a full glossary of terms. It is supplemented by a companion website that includes further students exercises and instructor resources. Thirty-three countries, including the United States, have signed the Council of Europe's Convention on Cybercrime of November 2001. The Convention's goal is to combat cybercrime by harmonising national laws, improving investigative abilities and boosting international co-operation. Supporters argue that the Convention will enhance deterrence, while critics counter that it will have little effect without the participation of countries in which cybercriminals operate freely. Others warn that it will endanger privacy and civil liberties. This invaluable book addresses the issues of fighting cybercrime and evaluates measures undertaken by various governments to prevent these attacks from happening. America, Russia, Korea, Netherlands, Japan, Israel and France, are specifically discussed.
