The discovery of hyperbolic geometry, and the subsequent proof that this geometry is just as logical as Euclid's, had a profound in fluence on man's understanding of mathematics and the relation of mathematical geometry to the physical world. It is now possible, due in large part to axioms devised by George Birkhoff, to give an accurate, elementary development of hyperbolic plane geometry. Also, using the Poincare model and inversive geometry, the equiconsistency of hyperbolic plane geometry and euclidean plane geometry can be proved without the use of any advanced mathematics. These two facts provided both the motivation and the two central themes of the present work. Basic hyperbolic plane geometry, and the proof of its equal footing with euclidean plane geometry, is presented here in terms acces sible to anyone with a good background in high school mathematics. The development, however, is especially directed to college students who may become secondary teachers. For that reason, the treatment is de signed to emphasize those aspects of hyperbolic plane geometry which contribute to the skills, knowledge, and insights needed to teach eucli dean geometry with some mastery.

Bakır Çağlar bir yazısında şöyle demekteydi: "Liberal demokratik anayasa teorisinin, kuvvetler ayrılığı formülünden Anayasanın üstünlüğü ve anayasa yargısına kadar uzanan basit bir reçetesi vardır "GREMLİN"leri, sudan, parlak ışıklardan uzak tutmak ve gece yarısından sonra da beslememek gerekir. Locke, bu gerçeği anladığı için Locke, Montesquieu bu gerçeği anladığı için Montesquieu, liberal demokrasiler de bu gerçek üzerine kurulu oldukları için liberal demokrasi olmuşlardır."(1) Anayasanın devlet iktidarını sınırlayan, özgürlükleri güvenceye alan bir belge oluşu bir siyasal tercihi yansıtır. Çünkü Anayasanın devletin statüsü olması O'nun hukuksal bir niteliğidir. Buna karşılık, anayasanın devlet iktidarını sınırlaması veya kayıtlaması, Fransız Fransız İnsan ve Yurttaş Hakları Bildirisi'nin 16. maddesindeki ifadesi ile, anayasanın siyasal niteliğini ortaya koymaktadır. Buna göre, "Hakların güven altına alınmadığı, kuvvetler ayrılığının belirlenmediği bir toplumda anayasa yoktur." İşte bu siyasal nitelik anayasal devleti anayasalı devletten ayırır.(2) Siyasi iktidarın kurumsallaştığı hukuksal bir çerçeveye alındığı, sınırlandığı anda, anayasanın bu iki niteliği birbirinden ayrılmayan veya ayrılamayan bir bütün oluşturur. Böylece siyasal iktidarı kullananlar yetkilerini anayasadan alırlar ve kendi koymuş oldukları kurallara da bağlı olurlar. Anayasa yasaların, idarenin düzenleyici işlemlerinin yapılmasına ilişkin temel ilkeleri ve kuralları içerir. Anayasaya uygun ve anayasanın öngördüğü biçimde yapılan bu işlemler herkes için olduğu kadar bunları yapanları da bağlar. Yine yönetenler yaptıkları işlemleri aynı biçime uyarak değiştirilebilirler. Yönetenler bu kurallara karşı gelemezler ve bunları diledikleri gibi keyfi ve kişisel usûllerle değiştiremezler. Bunun aksi anayasal biçim dışında bir değiştirme olur ve bu da anayasayı tanımamak ve inkar etmek sonucunu getirir. İktidarın kurumsallaşması, yönetilenlerin de hukuka bağlı olduğu bir devlet anlayışını beraberinde getirir. Bunu biz yöneticilerin keyfi olarak veya kurallara bağlı olmadan ülkeyi yönetmeleri demek olan "polis devlet"inden ayırmak için "hukuk devleti" adını vermekteyiz. Bu nedenle anayasal devlet aynı zamanda bir hukuk devletidir de. Bu gelişme aynı zamanda da "anayasanın üstünlüğü" ilkesini ortaya çıkarmaktadır. Yani anayasa bütün hukuk kurallarının üstünde yer alır. Yasalar anayasaya aykırı olamazlar. Bunu denetlemek ise anayasa mahkemelerinin görevidir. O halde anayasal devleti gerçekleştirmede en önemli kurum anayasa mahkemelerinin görevidir. O halde anayasal devleti gerçekleştirmede en önemli kurum anayasa mahkemeleri olmaktadır. Çağımızda ilginç bir paradoks yaşanmaktadır. Bir yandan her devletin bir anayasası olması gerektiği belirtilmekte; öbür yandan ise yapılan anayasalara pek güvenilmemektedir. Bunun nedeni anayasa denen belgenin her zaman anayasal devleti gerçekleştirmede yeterli olmamasıdır. Ancak şunu da kabul etmek gerekir ki, İngiltere gibi şanslı bir ülke değilseniz, anayasa denen belgeye güvenmek durumundasınız. Önemli olan anayasanın anayasal devleti gerçekleştirmesidir. Yapılması gereken uğraş budur. Çağımızda ilginç bir gelişme de anayasal devleti gerçekleştirmenin artık ülke içi bir sorun olmaktan çıkmış olmasıdır. Dünyamız özellikle kitle iletişim araçlarındaki gelişmeler sonucunda iyice küçülmüştür. Bu durumda her devlet bir başka devletle ilgilenmektedir. İnsan hakları ülkelerin başka ülkelerden bağımsız olarak istedikleri gibi düzenleyebilecekleri bir alan değildir. Birleşmiş Milletler'in İnsan Hakları Evrensel Bildirisi bütün devletlerin uymak zorunda oldukları hakları göstermektedir.
