This book focuses exclusively on specific education policy instead of general military recruiting in high schools. "When the George W. Bush administration passed its landmark education legislation in 2001, dubbed the No Child Left Behind Act, legislators included a small section containing strict military recruiting mandates for public high schools. The law had two main provisions. First, a data sharing provision requires high schools to distribute the personal directory information of every student to all local armed forces recruiting stations on an annual basis. Second, the equal access provision requires high schools to provide military recruiters access to school grounds equal to university recruiters or career recruiters. For accountability, if these provisions are not fulfilled, the school will lose all federal education funds. Students or parents may “opt out” of the data collection through a bureaucratic process, but no such opt-out option exists for the soldiers visiting schools. When President Barack Obama renewed the omnibus education law in 2015, the name changed to the Every Student Succeeds Act, but the military mandates remained – the provisions were strengthened by including a passage prohibiting any local school board from instituting an “opt-in” bureaucratic structure for parents and students. This book focuses on how the two provisions have been met by parents, school staff, soldiers, and other individuals influenced by high school education policy and military recruiting. The central question is: do military recruiting methods utilized in public high schools work to promote the best interests of the students, or should policy makers rethink the freedom adult soldiers have when interacting with children within schools?

Recruiting is expensive. On average, it costs the U.S. Army about $15,000 to recruit one soldier, ' and it must recruit 80,000 to 90,000 each year. If a soldier fails to complete his or her first term, the Army must spend a like amount for a replacement. Thus, it is very much in the Army's interest to minimize losses at every phase of the first term. This has become more important in recent years because the Army, during the lean recruiting years in the late 1990s, vigorously expanded its recruiting effort by adding and expanding enlistment incentives, by increasing recruiting resources, and by modifying recruiting practices. This monograph focuses on the implications of these decisions for the manning and success of first-term soldiers. It also examines how the Army manages first-term soldiers. Training losses and retention problems drive up the demand for new recruits. Given the expense of recruiting and training losses, the Army should assess whether different management strategies could improve the success rates for first-term soldiers. It may be possible to cut attrition without compromising Army standards.

"This study identifies approaches for bolstering recruiting of women into the armed services during the years in which ground combat jobs are transitioning to include women. RAND conducted in-depth interviews and focus groups with new recruits, recruiters, and recruiting leadership. Several themes emerged from these discussions. Many female recruits in our focus groups preferred female recruiters and female-specific events. Many male recruits in our focus groups reported not being influenced by the policy change to open combat jobs to women. Recruiters and recruits in our focus groups reported dissatisfaction with what they view as burdensome administrative requirements. Both recruiters and recruits recommended launching advertising campaigns showing women serving alongside men in a wide range of military jobs, and debunking stereotypes of military service. Finally, commanders of the recruiting services reported concern over resources available to them in the current environment. We recommend that resources be set aside to specifically target outreach to women, that the services increase the proportion of recruiters who are women and increase their visibility at recruiting events, and that the services work to reduce administrative burdens on recruiters and recruits."--Publisher's description.

Military recruitment will become more difficult in times of demographic aging. The question arises whether demographic change will constrain the capacity of aging states like Germany to conduct foreign policy and pursue their national security interests. Since contemporary military operations still display a strong human element, particular scrutiny is given to the empirical analysis of the determinants of military propensity and military service among youth. An additional human capital projection until 2030 illustrates how the decline in the youth population will interact with trends in educational attainment and adolescent health to further complicate military recruitment in the future. Recruiters are often referred to as the "face" of the ARNG. In the past, there have been allegations of recruiter misconduct and misuse of financial incentives, making it important for recruiters to ensure procedures are followed when working with applicants and that incentives to join the ARNG are awarded properly and effectively. House Report 113-446 included a provision for GAO to review the ARNG's recruiting practices. This report evaluates the extent to which (1) ARNG has provided oversight of its recruiting process; (2) ARNG met its goals for recruiting, completion of initial military training, and initial term of service; and (3) OSD, Department of the Army, and ARNG have conducted oversight of ARNG's enlistment financial incentives programs. For this work, GAO reviewed DOD and ARNG recruiting policy and procedures and interviewed cognizant officials. GAO analyzed data on recruiting from FY2010 through FY2014, training from FY2011 through FY2014, and initial term of service for FY2015. GAO visited four states representing a range of size and locations.

Based on indications of increased difficulty in meeting recruiting goals, in spring 1994 the Army Chief of Staff and the Deputy of Secretary of Defense asked RAND to examine recent trends in the recruiting market and to assess their implications for meeting accession requirements. An initial examination of the 1994 market concluded that the pool of interested high-quality young men was adequate to meet DoD needs. But the system appeared to be less effective in tapping into this supply of potential enlistees. The longer-term analysis, reported here, confirms the reduced effectiveness of recruiting, and also finds that the significant increase in FY97's accessions required to sustain the postdrawdown force, coupled with a smaller decline in youth's interest in military service, translates into a possible supply shortage. The decline in recruiting productivity is most likely due to a number of factors; until they are addressed, meeting accession goals will require a greater level of recruiting resources or different management practices. The researchers offer two short-term actions for consideration: (1) increase recruiting resources and (2) reduce the requirement for high-quality non-prior-service male accessions by recruiting more women, accepting more prior-service accessions, or changing the quality goals. Longer-term actions should be aimed at trying to enhance the cost-effectiveness of recruiting in the postdrawdown environment. This could include: rethinking recruiting management and the cost benefit of alternative recruit quality levels; considering more marketing strategies and enlistment options, particularly ones that would improve the military's ability to recruit persons interested in attending college; and optimizing the match between monthly accession goals and training infrastructure costs.
