A story laced with anxiety, ignorance, and hubris, the evolution of HD Radio pitted the nation’s largest commercial and public broadcasters against the rest of the radio industry and the listening public in a pitched battle over defining the digital future of the medium. The Federal Communications Commission has elected to put its faith in "marketplace forces" to govern radio’s digital transition, but this has not been a winning strategy: a dozen years from its rollout, the state of HD Radio is one of dangerous malaise, especially as newer digital audio distribution technologies fundamentally redefine the public identity of "radio" itself. Ultimately, Radio’s Digital Dilemma is a cautionary tale about the overarching influence of economics on contemporary media policymaking, to the detriment of notions such as public ownership and access to the airwaves—and a call for media scholars and reformers to engage in the continuing struggle of radio’s digital transition in hopes of reclaiming these important principles.

Provides new perspectives on the increasingly complex relationships between media forms and formats, materiality, and meaning. Drawing on a range of qualitative methodologies, our consideration of the materiality of media is structured around three overarching concepts: form – the physical qualities of objects and the meanings which extend from them; format – objects considered in relation to the protocols which govern their use, and the meanings and practices which stem from them; and ephemeral meaning – the ways in which media artefacts are captured, transformed, and redefined through changing social, cultural, and technological values. Each section includes empirical chapters which provide expansive discussions of perspectives on media and materiality. It considers a range of media artefacts such as 8mm film, board games maps, videogames, cassette tapes, transistor radios and Twitter, amongst others. These are punctuated with a number of short takes – less formal, often personal takes exploring the meanings of media in context. We seek to consider the materialities which emerge across the broad and variegated range of the term’s use, and to create spaces for conversation and debate about the implications that this plurality of material meanings might have for the study of study of media, culture, and society.

The Wales Office and the Welsh Assembly Government must ensure UK digital inclusion initiatives meet Welsh needs and build on existing good work to deliver on Welsh digital ambitions, says the Welsh Affairs Committee in a report published today. This report "Digital Inclusion in Wales", examines the use of digital technologies in Wales, highlights the urgent need for the eradication of broadband ’notspots' - areas with limited or no access to high speed internet connections - and says this issue must continue to receive priority attention. There should be more support to help a wider range of people use technology effectively. Employers told the Committee they need staff with better IT skills and more training opportunities. The Committee recommends the Welsh Assembly Government explicitly includes this issue in its digital inclusion strategy. The digital inclusion agenda is a complex mix of reserved and devolved matters. This brings a risk that key issues can be overlooked, for example no account has been taken of Welsh language speakers' needs in the Government's Digital Inclusion Action Plan. The Secretary of State for Wales must ensure that bodies in Wales across all sectors are fully engaged with initiatives and that the next stage of Digital Britain adequately reflects Welsh needs. Higher education institutions also have a vital role to play and should be involved in any new research opportunities. The Welsh Assembly already has successful digital inclusion projects in Wales and it should find a way to become fully involved with the UK digital inclusion and Digital Britain work so it does not miss out on policy developments and funding opportunities. The Committee also recommends the creation of a one-stop shop providing advice on the risks for young people using technology, and commends the Assembly's work tackling internet related crimes which it says should be promoted as part of the economic development strategy in Wales.
