The National Infrastructure Protection Plan (NIPP) provides the unifying structure for the integration of critical infrastructure and key resources (CIKR) protection and resilience efforts as part of a coordinated national program. The NIPP provides the overarching framework for integrating protective programs and activities underway in the various sectors, as well as new and developing CIKR protection efforts. i Preface During the past year, members of the Information Technology (IT) Government Coordinating Council (GCC) and the IT Sector Coordinating Council (SCC) collaborated to develop the 2010 IT Sector-Specific Plan (SSP). The IT SSP details the progress the IT Sector has made in its national-level risk management efforts, including the completion of the IT Sector Baseline Risk Assessment (ITSRA) in 2009, and discusses how it is using the results of that baseline analysis to inform the sector's critical infrastructure and key resources (CIKR) protective programs, research and development, and measurement activities.

The sixth of a new, well-received and highly acclaimed series on critical infrastructure and homeland security, Dam Protection and Homeland Security is a reference source that is designed to serve and advise U.S. project designers, engineers, managers, superintendents and supervisors of dams, navigation locks, levees, dikes, hurricane barriers, mine tailings and other industrial waste impoundments, and other similar water retention and water control facilities who want quick answers to complicated questions. It is intended to help employers and employees handle security threats they must be prepared to meet on a daily basis. In the post-September 11 world, the possibility of dam infrastructure terrorism—the malicious use of weapons and cyber intrusion to cause devastating damage to the dam infrastructure sector along with, literally, its cascading effects—is very real. Thus, the need is clear and so is the format and guidelines presented in this text to improve protection and resilience of the dams infrastructure sector. This book describes the sector-wide process required to identify and prioritize assets, assess risk in the sector, implement protective programs and resilience strategies, and measure their effectives.

A compelling overview of systems and strategies implemented to safeguard U.S. resources from a plethora of threats, the vulnerabilities and security gaps in these infrastructure systems, and options to enable the future security of the homeland. Since the first edition of this book was published in 2009, significant changes have occurred in the security landscape, both domestically and internationally. This second edition is thoroughly updated to reflect those changes, offering a complete review of the various security and resilience measures currently in place and potential strategies to safeguard life and property within the U.S. homeland. As noted in the U.S. Department of Homeland Security's National Preparedness Goal, the mission area of protection is vital to the homeland in its focus on actions to protect people, vital interests, and our nation's way of life. With that in mind, this book discusses strategies such as risk analysis and assessment, information sharing, and continuity planning. The authors focus on relevant and timely threats and hazards facing specific infrastructure components including, but not limited to, agriculture and food, banking and finance, water, energy, telecommunications, and transportation. The dynamic posture of critical infrastructure security and resilience (CISR) underscores the importance of an integrated, layered all-hazards approach. In describing this approach, the book includes new chapters on planning and guidance, public and private partnerships, cyber issues and threats, and careers in infrastructure protection. Additions such as discussion questions, learning objectives, and fundamental concepts for each chapter provide additional direction for instructors and students alike.

Understanding America S Greatest Existential Threats written by Dr. J. R. Maxwell and has been published by FriesenPress this book supported file pdf, txt, epub, kindle and other format this book has been release on 2020-12-08 with Political Science categories.

In this introductory volume, readers will learn about the vital role that the various Critical Infrastructure (CI) sectors play in America, in the context of homeland security. The protection, maintenance, and monitoring of these interdependent CI assets is a shared responsibility of governments, private sector owner/operators, first responders, and all those involved in homeland security and emergency management. As this foundational learning resource demonstrates, rapidly advancing technologies combined with exponential growth in demand on the aging infrastructure of America’s power grid is setting the stage for a potentially catastrophic collapse that would paralyze each and every facet of civilian life and military operations. This meticulously researched primer will guide readers through the known world of power failures and cyber-attacks to the emerging threat from a High-altitude Electromagnetic Pulse (HEMP). A HEMP would cause cascading failures in the power grid, communications, water treatment facilities, oil refineries, pipelines, banking, supply chain management, food production, air traffic control, and all forms of transportation. Each chapter in America’s Greatest Existential Threat (Vol. 1) begins with learning objectives and ends with a series of review questions to assess take-up of the chapter material. Similarly, subsequent volumes will explore HEMP and emerging issues in closer detail with current research and analysis now in development.

The water impounded behind a dam can be used to generate power and to provide water for drinking, irrigation, commerce, industry, and recreation. However, if a dam fails, the water that would be unleashed has the energy and power to cause mass destruction downstream, killing and injuring people and destroying property, agriculture, industry, and local and regional economies. The U.S. Bureau of Reclamation (Reclamation) is responsible for managing and operating some of this nation's largest and most critical dams. The failure of one or more of these dams as the result of a malicious act would come with little warning and a limited time for evacuation. In the years since the 9/11 attacks, Reclamation has invested significant resources to establish and build a security program. Reclamation is now ready to evaluate the results of these efforts and determine how best to move forward to develop a security program that is robust and sustainable. This book assesses Reclamation's security program and determines its level of preparedness to deter, respond to, and recover from malicious acts to its physical infrastructure and to the people who use and manage it.
