Excerpt from Quarantine Against Importation of Diseased Nursery Stock: Report (to Accompany H. R. 26987) The hearings before the committee disclosed that there is little if any objection to the bill here reported except as to section 8, which would give the Secretary of Agriculture authority to quarantine importations from any foreign country infested by any seriously injurious insect or disease which is liable to become established in the United States, and to continue such quarantine until such time as it may appear that such insect or disease has been exterminated or is under adequate control. But this section of the bill may very well be said to be its most important and necessary feature. The scientists Of the Bureau of Entomology testify that some insect pests existing in foreign countries and brought into the United States are so small they can be seen and distinguished only by micro Scopic inspection by an expert entomologist; that some plant dis eases threatening this country can not be discovered or detected by any kind Of examination of the stock as it is brought in; that these diseases are known to exist and their ravages are known in the countries from which stock is being imported; that in some cases the diseases make their appearance in this country only after the stock has been planted here and after the diseases have had time to develop; that the presence of some of these diseases has been dis covered and can be discovered only by cutting to pieces the plant or tree infested with them; and that protection against these dis eases can be given only by prohibiting importation of the kind of stock in which the diseases exist. In this report, we assess the unmitigated pest risk potential of importing Eucalyptus logs and chips from South America into the United States. To do this, we estimated the likelihood and consequences of introducing representative insects and pathogens of concern. Nineteen individual pest risk assessments were prepared, eleven dealing with insects and eight with pathogens. The selected organisms were representative examples of insects and pathogens found on the foliage, on the bark, in the bark, and in the wood of Eucalyptus spp. Among the insects and pathogens assessed, eight were rated a high risk potential: purple moth (Sarsina violescens), scolytid bark and ambrosia beetles (Scolytopsis brasiliensis, Xyleborus retusus, Xyleborus biconicus, Xyleborus spp.), carpenterworm (Chilecomadia valdiviana) on Eucalyptus nitens, round-headed wood borers (Chydarteres striatus, Retrachyderes thoracicus, Trachyderes spp., Steirastoma breve, Stenodontes spinibarbis), eucalyptus longhorned borer (Phoracantha semipunctata), Botryosphaeria cankers (Botryosphaeria dothidea, Botryosphaeria obtusa, Botryosphaeria ribi), Ceratocystis canker (Ceratocystis fimbriata), and pink disease (Erythricium salmonicolor). A moderate pest risk potential was assigned to eleven other organisms or groups of organisms: eucalypt weevils (Gonipterus spp.), carpenterworm (Chilecomadia valdiviana) on two Eucalyptus species other than E. nitens, platypodid ambrosia beetle (Megaplatypus parasulcatus), yellow phorancantha borer (Phoracantha recurva), subterranean termites (Coptotermes spp., Heterotermes spp.), foliar diseases (Aulographina eucalypti, Cryptosporiopsis eucalypti, Cylindrocladium spp., Phaeophleospora spp., Mycosphaerella spp.), eucalyptus rust (Puccinia psidii), Cryphonectria canker (Cryphonectria cubensis), Cytospora cankers (Cytospora eucalypticola, Cytospora eucalyptina), Coniothyrium canker (Coniothyrium zuluense), and root and stem rots (Armillaria spp., Phellinus spp., Ganoderma sp., Gymnopilus spectabilis). For those organisms of concern that are associated with logs and chips of South American Eucalyptus spp., specific phytosanitary measures may be required to ensure the quarantine safety of proposed importations.

The subject area embraced by the term "biological control" in its classical sense is very broad indeed. The term itself was apparently first used in 1919 by the late Harry S. Smith, and was then used specifically in reference to the suppression of insect populations by the actions of their indigenous or introduced natural enemies. The California school of biological control specialists who followed in Smith's footsteps have traditionally differentiated "natural" biological control (by indigenous natural enemies) and "applied" biological control (by man-introduced natural enemies). Subsequently, the philosophy broadened beyond the original narrow concern with population suppression of insects (and especially pest insects), to embrace directed activities against mites or other arthropod pests, various invertebrate and vertebrate pests, weeds, and organisms producing disease in humans or their domestic animals and plants. The techniques used in these activities also multiplied beyond the original concern with natural enemies. The subjects area discussed in this book is, at the same time, broader and more restricted than that covered in other books on "biological control. " On the one hand, the treatment here is restrictive in that, with rare exception, we have limited ourselves to dealing only with ideas and examples involving the suppression of insect pests through human activity or intervention in the environment.
