Dieser Frage soll in der vorliegenden Hausarbeit nachgegangen werden. Die politische Forderung nach einem BGE lässt sich bis ins 16. Jahrhundert zurückverfolgen und tritt seitdem wellenartig immer wieder in Erscheinung. Angesichts der zunehmenden Produktivität fortgeschrittener Volkswirtschaften, der zunehmend ungleichen Einkommensverteilung, der mit der Automatisierung einhergehenden Abnahme klassischer Erwerbsarbeit und Zunahme „atypischer“ Beschäftigungsverhältnisse im Laufe des 20. Jahrhunderts wird das BGE zunehmend als sozialpolitische Alternative bemüht. Neben einigen Pilotprojekten wie beispielsweise in Kanada und Finnland, wurde 2016 in der Schweiz das erste Referendum weltweit über die Einführung eines BGE abgehalten. Die Idee des BGE erlebt aber nicht nur im gesellschaftlichen und politischen Diskurs neuen Aufschwung, auch in der akademischen Debatte erlangt das Thema immer mehr Aufmerksamkeit. Seit 2006 widmet sich daher ein ganzes Journal, das „Basic Income Studies“, ausschließlich dem Thema Grundeinkommen. Die Idee jedem Menschen eine permanente Transferzahlung ohne Bedürftigkeitsprüfung oder Anknüpfung an Arbeitsbereitschaft zukommen zu lassen, wird dabei in vielerlei Hinsicht kritisiert. Neben ökonomischen Bedenken hinsichtlich der Finanzierbarkeit, der Auswirkung auf die öffentlichen Haushalte, sowie des Arbeitsmarktes werden vor allem aus gerechtigkeitstheoretischer Sicht Einwände gegen ein BGE erhoben. Hinter diesem Einwand stehen zwei zutiefst liberale Konzeptionen von Gerechtigkeit. Vordergründig steht die Forderung nach Reziprozität, der Idee, dass Gerechtigkeit bzw. Fairness auf gegenseitigem Austausch beruhen muss. Eng damit verbunden steht der Gedanke der Selbstbestimmtheit und Freiheit gegenüber staatlichen Eingriffen in die Gesellschaft. Innerhalb der politischen Philosophie sind es deswegen vor allem Vertreter des Liberalismus, die der Idee eines BGE entgegenstehen. Sowohl Robert Nozick, prominentester Vertreter des Markt-Libertarismus, als auch John Rawls, Vertreter des egalitären Liberalismus, lehnen das BGE aus gerechtigkeitstheoretischer Perspektive ab.

In recent years, the German government has intentionally expanded the low-wage work sector in an effort to reduce exceptionally high levels of unemployment. As a result, the share of the German workforce employed in low-paying jobs now rivals that of the United States. Low Wage Work in Germany examines both the federal policies and changing economic conditions that have driven this increase in low-wage work. The new "mini-job" reflects the federal government's attempt to make certain low-paying jobs attractive to both employers and employees. Employers pay a low flat rate for benefits, and employees, who work a limited number of hours per week, are exempt from social security and tax contributions. Other factors, including slow economic growth, a declining collective bargaining system, and the influx of foreign workers, also contribute to the growing incidence of low-wage work. Yet while both Germany and the United States have large shares of low-wage workers, German workers receive health insurance, four weeks of paid vacation, and generous old age support—benefits most low-wage workers in the United States can only dream of. The German experience offers an important opportunity to explore difficult trade-offs between unemployment and low-wage work. Continuities and changes within rural as compared to urban poor relief, of ecclesiastic and of aristocratic charity are described. A wide range of sources is taken into account to show how the rural poor were perceived and treated by private and public institutions of social assistance. A quarter century of trickle-down economics has failed. Economic inequality in the United States has dramatically increased. Many, alas, seem resigned to this growing chasm between rich and poor. But what would happen, ask Bruce Ackerman and Anne Alstott, if America were to make good on its promise of equal opportunity by granting every qualifying young adult a citizen's stake of eighty thousand dollars? Ackerman and Alstott argue that every American citizen has the right to share in the wealth accumulated by preceding generations. The distribution of wealth is currently so skewed that the stakeholding fund could be financed by an annual tax of two percent on the property owned by the richest forty percent of Americans. Ackerman and Alstott analyze their initiative from moral, political, economic, legal, and human perspectives. By summoning the political will to initiate stakeholding, they argue, we can achieve a society that is more democratic, productive, and free. Their simple but realistic plan would enhance each young adult's real ability to shape his or her own future. It is, in short, an idea that should be taken seriously by anyone concerned with citizenship, welfare dependency, or social justice in America today.
