Im Jahr 2009 starben so viele Menschen, wie seit Beginn der Intervention nicht. Doch während hohe Opferzahlen auch schon während der afghanischen Kriege im 19. Jhd. allgegenwärtig waren, hat sich eines grundlegend verändert: Nicht die afghanische Armee oder ein bestimmter Staat wird bekämpft - der Gegner ist gesellschaftlich integriert und agiert nach unbekanntem Muster. Die hochgerüsteten Armeen und bewährten Sicherheitsstrategien westlicher Militärmächte bleiben nahezu wirkungslos. Der Charakter des Krieges scheint sich grundlegend verändert zu haben. In diesem Zusammenhang trat in der Wissenschaftsdebatte der vergangenen Jahre vermehrt der Begriff der "neuen Kriege" auf. Darüber hinaus wurde in vielen Krisengebieten der Erde eine "Ökonomie der Gewalt" festgestellt. Was es mit dieser Entwicklung auf sich hat und inwieweit diese auch auf den Afghanistan-Konflikt zutrifft, ist wesentlicher Gegenstand dieser Arbeit. Die zentrale Fragestellung, der nachgegangen wird, lautet daher: Inwieweit lässt sich das Konzept der "neuen Kriege" auf Afghanistan anwenden und liegt in einer "Ökonomie der Gewalt" ein Grund für die Entstehung bzw. Länge des Konflikts? Da der Afghanistan-Konflikt von kulturellen, politisch-historischen, ökonomischen sowie natürlichen Bedingungen abhängt, werden ihm monokausale Erklärungsansätze kaum gerecht. Um alle wesentlichen Faktoren zu berücksichtigen, die die aktuelle Situation des Landes beeinflussen, liegt der Fokus der Arbeit daher zunächst auf der kulturgeographischen Betrachtung Afghanistans (Kapitel 2). The author draws out the key shifts involved in this process: from symmetrical conflicts between states to asymmetrical global relationships of force; from national armies to increasingly private or commercial bands of warlords, child soldiers and mercenaries; from pitched battles to protracted conflicts in which there is often little fighting and most of the violence is directed against civilians. Changes in weapons technology have combined with complex economic factors to make the prospect of endlessly simmering wars a real danger in the years to come. The World Event/Interaction Survey (WEIS) Project is a research program examining international system characteristics and processes. Specifically, the data collected in the WEIS Project are public events reported daily in the press. The data reflect the flow of action and response between countries. One basic theoretical assumption underlying the project is that in the international political system, nations act consistently enough so that their past behavior is a source for the prediction of their present and future actions. Thus a country's external 'performance characteristics' in dealing with a wide variety of situations and with other countries are conceived to be made up of combinations of 'primary actions' that are categorized explicitly. These combinations of 'primary actions' are expected to fit together with those other countries in patterns of interaction. The purpose of the research is to discover if these theoretically expected characteristics and patterns make regular appearances in international relations.
