Studienarbeit aus dem Jahr 2014 im Fachbereich Soziale Arbeit / Sozialarbeit, Note: 1,7, Hochschule Coburg (FH), Sprache: Deutsch, Abstract: Ende der 80er Jahre sahen sich die Kommunen mit ihren Aufgaben überfordert und hatten immer größere Schwierigkeiten ihren Aufgaben weiterhin nachzukommen. Als Schnittstelle zwischen Bevölkerung und Politik stand die Kommunalverwaltung vor immer größeren Problemen. Steigende Vorgaben, neue Gesetze, Einnahmeverluste und stetig steigende Ausgaben nahmen ein zu großes Ausmaß an, sodass es der Verwaltung nicht mehr möglich war, sich um die Belange der Bürger zu kümmern. So stellte Anfang der 90er Jahre die KGST (Kommunale Gemeinschaftsstelle für Verwaltungsmanagement) das sogenannte Neue Steuerungsmodell vor. Ziel des Modells war eine grundlegende Modernisierung der Kommunalverwaltung. Die KGST wollte den „Aufbau einer unternehmensähnlichen, dezentralen Führungs- und Organisationsstruktur“ (KGST 1993: 3). Dabei orientierte sich die KGST am erfolgreichen Umbau der Stadtverwaltung von Tilburg (Niederlande), die eine grundlegende Veränderung der Verwaltung aufgrund des ökonomischen Sparpotentials durchgeführt hatte (Gehrmann & Müller, 1999: 234). Mit der euphorischen Arbeit an einem deutschen Modell für die Kommunalverwaltung, wurden auch immer mehr Fragen aufgeworfen. So möchte ich der Vermutung nachgehen, ob das Neue Steuerungsmodell die Kommunalpolitik entmachtet. Dazu stellt sich auch die Frage, welches Element des Modells zu einer möglichen Entmachtung der Kommunalpolitik führen könnte bzw. dazu geführt hat.

This book addresses the practice of social innovation, which is currently very much in the public eye. New ideas and approaches are needed to tackle the severe and wicked problems with which contemporary societies are struggling. Especially in times of economic crisis, social innovation is regarded as one of the crucial elements needed to move forward. Our knowledge of its dynamics has significantly progressed, thanks to an abundance of studies on social innovation both general and sector-specific. However, despite the valuable research conducted over the past years, the systematic analysis of social innovation is still contested and incomplete. The questions asked in the book will be the following: 1. What is the nature of social innovations? 2.What patterns can be identified in social innovations emerging at the local level? 3.How is the emergence and spread of social innovations related to urban governance? Across Europe, land is constantly the subject of enormous and widely varied pressures. The land we have is shrinking in area due to numerous reasons, including those that are directly related to climate change and migration. In fact all disciplines that have responsibilities for the husbandry use, management, and administration of the land are forced to address the problems of how to plan and how to utilise this increasingly valuable resource. Empirically, the chapters investigate new multi-level urban governance arrangements from around the world, and leverage the insights they provide for both theory and practice. Cities - both as political and material entities - are increasingly playing a critical role in shaping the trajectory and impacts of climate change action. However, their policy, planning, and governance responses to climate change are fraught with tension and contradictions. While on one hand local actors play a central role in designing institutions, infrastructures, and behaviors that drive decarbonization and adaptation to changing climatic conditions, their options and incentives are inextricably enmeshed within broader political and economic processes. Resolving these tensions and contradictions is likely to require innovative and multi-level approaches to governing climate change in the city: new interactions, new political actors, new ways of coordinating and mobilizing resources, and new frameworks and technical capacities for decision making.
