Vordiplomarbeit aus dem Jahr 2006 im Fachbereich Politik - Thema: Europäische Union, Note: sehr gut (1,1), Carl von Ossietzky Universität Oldenburg (Politikwissenschaft), Sprache: Deutsch, Abstract: Mit Beginn des 21.Jahrhunderts sieht sich die erweiterte Europäische Union vor große Herausforderungen gestellt; im Gegensatz zu vergangenen Jahrhunderten zählt Europa nicht mehr zu den klassischen Auswandererregionen, sondern zu den bevorzugten Einwanderungsregionen der Erde, was aktuelle Meldungen in der Presse, wie Flüchtlingsboote vor Lampedusa oder verzweifelte Afrikaner in den spanischen Exklaven Melilla und Ceuta, belegen. Alle EU-Länder gelten als Einwanderungsstaaten, was ein positives Wanderungssaldo in den Ländern belegt; hieraus resultieren verschiedene Probleme für die EU. Pro Jahr wandern ca. 700.000 Menschen in die EU ein. Die Gründe für ihre Flucht oder Migration sind verschiedener Natur und reichen von Verfolgung, über familiäre Probleme/Gründe bis hin zu wirtschaftlichen Anreizen. Kontrovers diskutiert wird vor allem die Wohlstandsmigration, welche die EU zu vermeiden versucht. Die Zuwanderung ethnisch Zugehöriger, lange Zeit bevorzugt in der EU praktiziert, (z. B. in Deutschland Spätaussiedler) wurde in den letzten zehn Jahren immer mehr abgebaut. Bei Zuwanderung in die EU spielt die Familienzusammenführung eine bedeutende Rolle, weiterhin wird die Arbeitsmigration zukünftig eine wichtigere Rolle spielen (aus demographischen und wirtschaftlichen Gründen), Flüchtlinge und Asylbewerber gehören zu jener Gruppe, der die Aufnahme aus humanitärer Sicht nicht verwehrt werden darf. Doch durch schärfere nationale Asylgesetze wird versucht, die Zahl der Asylanten zu reduzieren, was aber die illegale Immigration nicht aufhalten kann. Die IOM (International Organisation for Migration) schätzt, dass pro Jahr ca. 300.000 – 500.000 Menschen illegal in die EU einreisen. Migrationsströme sind kaum noch steuerbar geworden, auch nicht oder gerade nicht durch nationale Politik. Dies liegt an einer erhöhten Mobilität, an der erweiterten Telekommunikation, an der Vernetzung von Politik weltweit und an neuen Formen von Migration. Globalisierung führt dazu, dass bisherige Migrationspolitik im eigentlichen Sinne nicht mehr möglich ist. Die De-jure-Zuständigkeiten stimmen räumlich nicht mehr mit der De-facto-Regulierbarkeit überein. Grenzüberschreitende und supranationale Lösungen sind deshalb von Nöten.

The harmonization of the different European legal systems has reached the field of asylum and immigration policy. The Maastricht Treaty has established the legal basis for a common migration policy. Numerous resolutions, recommendations, joint positions and actions were adopted by the EU Council based on the `third pillar' in the Maastricht Treaty. Within the `first pillar' the European Community has enacted regulations on visa policy based on Art. 100c EC - Treaty. Additionally, several agreements with third countries on immigration issues were set into force. Immigration and Asylum Law and Policy of the European Union comprehensively describes the present state of the harmonization process concerning migration policy in the European Union. Particular emphasis is laid on the legal status of third-country nationals with regard to entry and residence. Furthermore, the gaps within EU regulations are evaluated in an attempt to search for a homogenous European migration policy.

Anthropologists have written a great deal about the coastal adaptations and seafaring traditions of Pacific Islanders, but have had much less to say about the significance of rivers for Pacific island culture, livelihood and identity. The authors of this collection seek to fill that gap in the ethnographic record by drawing attention to the deep historical attachments of island communities to rivers, and the ways in which those attachments are changing in response to various forms of economic development and social change. In addition to making a unique contribution to Pacific island ethnography, the authors of this volume speak to a global set of issues of immense importance to a world in which water scarcity, conflict, pollution and the degradation of riparian environments afflict growing numbers of people. Several authors take a political ecology approach to their topic, but the emphasis here is less on hydro-politics than on the cultural meaning of rivers to the communities we describe. How has the cultural significance of rivers shifted as a result of colonisation, development and nation-building? How do people whose identities are fundamentally rooted in their relationship to a particular river renegotiate that relationship when the river is dammed to generate hydro-power or polluted by mining activities? How do blockages in the flow of rivers and underground springs interrupt the intergenerational transmission of local ecological knowledge and hence the ability of local communities to construct collective identities rooted in a sense of place?
