Insbesondere die europäischen Länder rücken näher zusammen. Grenzen verlieren an Bedeutung, wirtschaftlich sowie auch kulturell. Demographische Verschiebungen, gesellschaftlicher Wertewandel, die Unbeständigkeit des Arbeitsmarktes, sowie neue Technologien haben starken Einfluss auf die berufliche und private Umwelt. Um diesen Anforderungen gewachsen zu sein, reicht das Wissen und Können der schulischen Bildung sowie der beruflichen Erstausbildung allein nicht aus. Permanentes Lernen und ständige Weiterbildung werden zur Notwendigkeit. Neue Kompetenzen werden in den verschiedensten Formen und an den unterschiedlichsten Orten erworben, organisiert in Veranstaltungen, aber auch beiläufig im Alltag. Seit dem europäischen Jahr des lebenslangen Lernens 1996, gewinnt das Konzept des lebenslange Lernen zunehmend an Tragweite und erfährt verstärkt Berücksichtigung in politischen Diskussionen und Strategien. Die Definition des lebenslangen Lernens durch die EU ist jedoch weit gefasst, und so wird das Konzept in den Mitgliedstaaten nach länderspezifischen Vorstellungen unterschiedlich aufgefasst und umgesetzt. Ein wesentlicher Unterschied in den einzelnen Ländern besteht in der Wertung und Akzeptanz von nicht formal erworbenen Qualifikationen; etwa 70% der menschlichen Lernprozesse spielen sich nicht mehr in organisierten Bildungsveranstaltungen, sondern in der Lebens-, Arbeits- und Medienwelt ab. Während in dem deutschen Bildungssystem über Jahre hinweg die formalen Bildungseinrichtungen den Mittelpunkt bilden, besteht in den skandinavischen Länder

Selling Out Education argues that basing education policy on qualifications and learning outcomes—dramatized by the phenomenal expansion of qualifications frameworks—is misguided. Qualifications frameworks are intended to make education more responsive to the needs of economies and societies by improving how qualifications and credentials are used in labour markets. But using learning outcomes as the starting point of education programmes neglects the core purpose of education: giving people access to bodies of knowledge they would not otherwise have. Furthermore, instead of creating demand for skilled workers through industrial and economic policy, qualifications frameworks are premised on the flawed idea that a supply of skilled workers leads to industrial and economic development. And skilled workers are to be supplied not by encouraging governments to focus attention on creating, improving, and supporting education institutions, but by suggesting that governments take a quality-assurance role. As a result, in poor countries where provision is weak to start with, qualifications have been created and institutions established to monitor providers without increasing or improving education provision. The weaknesses of many current policy approaches make clear, Allais argues, that education is inherently a collective good, and that the acquisition of bodies of knowledge provide the basis for its integrity and intelligibility.

A decade after the Bologna Declaration has called for the establishment of a cycle system of study programmes and degrees all over Europe the changes actually having occurred in this reform process can be measured and assessed. To what extent did the bachelor students gained international experiences during or after their study program? What is the proportion of bachelor degree holders who are employed about one year after graduation? What are the labor market experiences of those bachelor graduates who started to work? Was it difficult to gain relevant employment? What are the employment conditions for bachelor graduates in terms of income, position, working time, unlimited term contracts compared to traditional graduates? To what extent are bachelor graduates working in areas with close relation to their field of study (horizontal match)? Is their level of education needed for their work tasks (vertical match)? These are the key questions which will be answered in this volume based on surveys of graduates from institutions of higher education recently undertaken in ten European countries (Austria, Czech Republic, France, Germany, Hungary, Italy, Norway, Netherlands, Poland, and United Kingdom). The bachelor-master-structure actually implemented varies substantially between the countries and also the consequences of these reforms differ strikingly. In some countries, more students spend a period of study abroad than the goal set for the year 2020 in the Bologna Process; in other countries, not yet a quarter of the expected rate is achieved. Also the frequency of bachelor graduates differs by country who opt for further study, transfer to employment or are both employed and students. The comparative study also provides a wealth of information about the employment and work situation of bachelor graduates as compared to other graduates from institutions of higher education. The book provides relevant information for students and teaching staff at institutions of higher education, employers and politicians and administrative staff dealing with higher education issues.

What does higher education offer to make students competent actors in the world of work and other life spheres? This issue is most controversially debated in economically advanced countries since about four decades when higher education in economically advanced countries began to serve larger ranges of the occupational pyramid than merely the intellectually and professionally chosen few. The author of this volume analyzes a broad range of issues over four decades of his academic career. Employers’ and graduate surveys, secondary analyses of education and employment statistics as well as analyses of policy and academic debates form the basis of the key argument: Neither trust in expectations formulated by employers or in income and status as measures of successful study nor isolated claims for the pursuit of academic knowledge for its own sake and for the critical functions of higher education are a suitable reference frame for understanding the dynamic links between higher education and the world of work. A “match” between the number of graduates and the corresponding positions or between the competences acquired during study and job requirements cannot be expected. Students are more ambitious and strive for a broader range of goals than they can expect to be rewarded. Graduates have to be both highly qualified experts and sceptics as far as conventional wisdom is concerned, and they have to be prepared for indeterminate tasks.
