Von Zweckmäßigkeitsüberlegungen bestimmte Regelungen haben Europa weit vorangebracht. Nun ist es an der Zeit, das Erreichte im politischen Willen zu verankern. Ihn zu artikulieren ist Sache des Volkes. Fürwahr, viele Gelegenheiten haben die Völker Europas noch nicht gehabt, die Integration normativ zu gestalten und in freiem Entscheid gutzuheißen, das deutsche Volk am allerwenigsten!
