Worldwide, millions of people are displaced annually because of natural or industrial disasters or social upheaval. Reliable data on the numbers, characteristics, and locations of these populations can bolster humanitarian relief efforts and recovery programs. Using sound methods for estimating population numbers and characteristics is important for both industrialized and developing nations. Ensuring that the data are geographically referenced for projection onto maps is essential. However, good data alone are insufficient. Adequate staff training and strong organizational and political desire to maintain and use the information are also required. Tools and Methods for Estimating Populations at Risk from Natural Disasters and Complex Humanitarian Crises, reviews the main methods and tools for making estimates of subnational populations and makes several recommendations to improve the collection and the use of population data for emergency response and development.

"The United States relies on a number of infrastructure systems--roads, the electric grid, ports, telecommunications networks, refineries, and the like--for carrying out basic social and economic functions. Disruptions of these systems could impose potentially significant economic, social, environmental and national security consequences. This report serves as the technical documentation and reference document for the data, methods, and analytic approach used in the analysis of national exposures to infrastructure from natural disasters. The analysis includes 11 natural hazards and five infrastructure sectors. Analytic findings about current and future exposures of infrastructure in the United States drawn from this data analysis are documented in a separate report. The report documents how each infrastructure type and hazard is represented in data sets to act as a reference for any use of the data. For each analyzed hazard, this report includes a brief background that describes potential infrastructure impacts, and relevant metrics; a list of sources used in compiling hazard data; an overview of existing methods and applications or modifications used to analyze regional exposure to varying levels of hazard severity. When analyzing infrastructure exposures with this data, it is important to understand this information to ensure that the analysis results reflect the scope, precision, and completeness of the data. Failure to appropriately use the data could result in analysis that misrepresents exposures. The report also provides an overview of all hazard and infrastructure data used to complete this analysis. Analytic findings about current and future exposures of infrastructure in the United States drawn from this data analysis are documented in a separate report"--

Losses of life and property from natural disasters in the United States-and throughout the world-have been enormous and the potential for substantially greater future losses looms. It is clearly in the public interest to reduce these impacts and to encourage the development of communities that are resilient to disasters. This goal can be achieved through wise and sustained efforts involving mitigation, preparedness, response, and recovery. Implementing such efforts, particularly in the face of limited resources and competing priorities, requires accurate information that is presented in a timely and appropriate manner to facilitate informed decisions. Substantial information already exists that could be used to this end, but there are numerous obstacles to accessing this information, and methods for integrating information from a variety of sources for decision-making are presently inadequate. Implementation of an improved national or international network for making better information available in a more timely manner could substantially improve the situation. As noted in the Preface, a federal transition team is considering the issues and needs associated with implementing a global or national disaster information network as described in the report by the Disaster Information Task Force (1997). This National Research Council report was commissioned by the transition team to provide advice on how a disaster information network could best make information available to improve decision making, with the ultimate goal of reducing losses from natural disasters. The report is intended to provide the basis for a better appreciation of which types of data and information should be generated in an information program and how this information could best be disseminated to decision makers.
