The name Dar es Salaam comes from the Arabic phrase meaning house of peace. A popular but erroneous translation is ëhaven of peaceí resulting from a mix-up of the Arabic words "dar" (house) and "bandar" (harbour). Named in 1867 by the Sultan of Zanzibar, The town has for a long time benefitted from a reputation of being a place of tranquility. Les pratiques et les discours des urbains construisent-ils des espaces limités, appropriés, identifiés et gérés par des communautés, c'est-à-dire des territoires ? Dar es Salaam, souvent décrite comme une ville diversifiée, relativement homogène et intégratrice, n'est-elle pas plutôt fragmentée ? Comme la territorialisation ne peut advenir qu'au travers de fréquentation, de gestion et d'investissements localisés, c'est donc à partir de certains lieux - le logement et le quartier d'abord, l'école, la station de dala-dala, la borne fontaine ou les quais du port ensuite - que la ville a été observée. Cela a amené à aborder la question du sens géographique des politiques urbaines menées depuis la colonisation allemande jusqu'à aujourd'hui. Dans le même temps, l'analyse de ces équipements permet d'évaluer le rôle de la crise urbaine et des réponses, qui lui sont apportées. In fine, l'ambition de cette approche est de mesurer l'impact de la singularité du lieu - liée d'une part à son insertion sur la longue durée dans la civilisation swahili, d'autre part à sa colonisation par l'Allemagne et, enfin, à la singularité de la trajectoire post-coloniale, marquée par l'alternance de l'Ujaama et des Plans d'ajustement structurels appliqués depuis 1987 - sur les mutations en cours. Taifa is a story of African intellectual agency, but it is also an account of how nation and race emerged out of the legal, social, and economic histories in one major city, Dar es Salaam. Nation and race—both translatable as taifa in Swahili—were not simply universal ideas brought to Africa by European colonizers, as previous studies assume. They were instead categories crafted by local African thinkers to make sense of deep inequalities, particularly those between local Africans and Indian immigrants. Taifa shows how nation and race became the key political categories to guide colonial and postcolonial life in this African city. Using deeply researched archival and oral evidence, Taifa transforms our understanding of urban history and shows how concerns about access to credit and housing became intertwined with changing conceptions of nation and nationhood. Taifa gives equal attention to both Indians and Africans; in doing so, it demonstrates the significance of political and economic connections between coastal East Africa and India during the era of British colonialism, and illustrates how the project of racial nationalism largely severed these connections by the 1970s.
