This book explores the role of mayors in navigating the realities of living and governing under Nazi occupation. In Western Europe under Nazi occupation, mayors of villages and cities were forced into strategic cooperation with the occupier. Mayors had to provide good governance, mediate between occupier and populations, maintain personal legitimacy, and build local consensus. However, as national systems underwent authoritarian reform and collaborationists infiltrated administrations, local governments were gradually turned into instruments of Nazi control and repression. Nico Wouters uses rich new archival data to compare the realities of local government in three countries. Looking at topics such as food supply, public order and safety, forced labour, the repression of resistance, the persecution of the Jews and post-war purges, this book redefines our knowledge of collaboration, resistance and accommodation during Nazi occupation.

This book discusses the impact of war on the complex interactions between various actors involved in justice: individuals and social groups on the one hand and ‘the justice system’ (police, judiciary and professionals working in the prison service) on the other. It also highlights the emergence of new expectations of justice among these actors as a result of war. Furthermore, the book addresses justice practices, strategies for coping with the changing circumstances, new forms of negotiation, interactions, relationships between populations and the formal justice system in this specific context, and the long-term effects of this renegotiation. Ten out of the eleven chapters focus on Belgian issues, covering the two world wars in equal measure. Belgium’s diverse war experiences in the twentieth century mean that a study of the country provides fascinating insights into the impact of war on the dynamics of ‘doing justice’. The Belgian army fought in both world wars, and the vast majority of the population experienced military occupation. The latter led to various forms of collaboration with the enemy, which required the newly reinstalled Belgian government to implement large-scale judicial processes to repress these ‘antipatriotic’ behaviours, in order to restore both its authority and legitimacy and to re-establish social peace.

The first comprehensive, comparative study of the 'Jewish Councils' in the Netherlands, Belgium and France during Nazi rule. In the postwar period, there was extensive focus on these organisations' controversial role as facilitators of the Holocaust. They were seen as instruments of Nazi oppression, aiding the process of isolating and deporting the Jews they were ostensibly representing. As a result, they have chiefly been remembered as forms of collaboration. Using a wide range of sources including personal testimonies, diaries, administrative documents and trial records, Laurien Vastenhout demonstrates that the nature of the Nazi regime, and its outlook on these bodies, was far more complex. She sets the conduct of the Councils' leaders in their prewar and wartime social and situational contexts and provides a thorough understanding of their personal contacts with the Germans and clandestine organisations. Between Community and Collaboration reveals what German intentions with these organisations were during the course of the occupation, and allows for a deeper understanding of the different ways in which the Holocaust unfolded in each of these countries.

Democratic ‘transitions’ in Latin America, Eastern Europe, and South Africa, often studied under the conceptual rubric of ‘transitional justice’, have involved the formation of public policies toward the past that are multifaceted and often ambitious. Tijdens de Bezetting hebben vele Nederlanders gecollaboreerd met de Duitsers. Zij werkten voor Duitse diensten of traden toe tot het Duitse leger. In totaal ging het om ongeveer 100.000 landgenoten die onvaderlandslievend gedrag lieten zien. Na de oorlog werden zij gearresteerd, geïnterneerd en berecht. De Regering koos voor berechting door Bijzondere Gerechtshoven, bestaande uit beroepsrechters en militaire raadsheren. Er werden nieuwe strafbare feiten ingevoerd en de straffen werden verzwaard. Michiel Severein heeft alle uitspraken en bijbehorende strafdossiers van de Kamer Leeuwarden van het Bijzondere Gerechtshof aldaar onderzocht. Hij concludeert dat het Hof ondanks\ de moeilijke omstandigheden de verdachten een eerlijk proces heeft bezorgd. Daarnaast is het Hof gevoelig gebleken voor de wens van de samenleving dat de collaborateurs streng gestraft moesten worden. Door extra zware straffen op te leggen heeft het Hof bijgedragen aan het wegnemen van de onlustgevoelens in de samenleving.
