Citizens’ Assemblies (CAs) are flourishing around the world. Quite often composed of randomly selected citizens, CAs, arguably, come as a possible answer to contemporary democratic challenges. Democracies worldwide are indeed confronted with a series of disruptive phenomena such as a widespread perception of distrust and growing polarization as well as low performance. Many actors seek to reinvigorate democracy with citizen participation and deliberation. CAs are expected to have the potential to meet this twofold objective. But, despite deliberative and inclusive qualities of CAs, many questions remain open. To counter pervasive levels of citizen disengagement from political institutions, this book examines democratic innovations that meaningfully engage with citizens to address some of the deficits of Western representative democracies. Citizens’ assemblies provide one such innovation, offering opportunities for more consistent participation between elections, more meaningful input in government decision making, and more impactful platforms for participation. This cutting-edge book introduces a new definition for an Activated Citizen, along with a methodology to measure civic and political engagement. Citizens’ Juries (CJs) are increasingly implemented as a means to engage citizens in deliberation on complex policy challenges, yet their effectiveness can be undermined by cognitive biases and limited value-driven reasoning. This study evaluates the impact of bias alleviation and value activation exercises on deliberative quality and civic engagement in four CJs conducted in Bogotá, Colombia. Two juries incorporated these exercises as treatment interventions, and two served as controls with extended deliberation time. Results reveal that deliberation itself modestly reduced confirmation bias compared to non-participants, while the structured interventions enhanced participants’ awareness of biases and value-based reasoning. However, the interventions did not significantly reduce the occurrence of biases and led to a perceived trade-off with deliberation time. Participation in CJs also showed improved trust in science and political self-efficacy, demonstrating their potential to foster civic engagement. These findings highlight the nuanced benefits and limitations of integrating debiasing interventions into mini-publics to enhance deliberative quality and equity in policymaking.

In recent years there has been great interest in new forms of citizen participation, such as citizens' assemblies or deliberative polls that involve ordinary citizens in political decision-making. Many see these innovations as the best solution to the current crisis of democracy. The most radical among them propose replacing elections with the random selection of ordinary citizens, transforming electoral democracy into a lottocracy. These developments are driven by a lottocratic mentality that is deeply transforming our understanding of democracy, political equality, representation, and more. In The Lottocratic Mentality, Lafont and Urbinati focus on this way of thinking, which is flourishing in public debates, inspiring the organization of citizens' assemblies worldwide, and bridging democratic and nondemocratic regimes in the vision of a unified global order based on problem-solving allotted assemblies, free from electoral competition. The authors' analysis shows that it amounts to a worrisome form of technopopulism that justifies conferring legislative power on randomly selected assemblies based on a mixture of populist and technocratic grounds. This lottocratic mentality legitimizes the anti-democratic idea that the many should be "ruled" by "the few" chosen by chance. Against this view, they show how lottery-based institutions could be used with the democratic aim of empowering the citizenry, but only if the lottocratic mentality is rejected.
