Sommige burgers lopen voorop om de leefbaarheid van de wijk te vergroten. Zij nemen ongevraagd initiatief en bepleiten oplossingsrichtingen. In deze studie wordt nagegaan of actieve burgers als ‘trustees’ kunnen worden gezien: informele vertegenwoordigers waarin medebewoners vertrouwen stellen. Het onderzoek toont aan dat deze activisten als vast aanspreekpunt voor medebewoners fungeren, maar vaak ‘tegen wil en dank’. Zij bekommeren zich weinig om democratische procedures, maar willen samen met professionals problemen aanpakken. Voor zover kon worden nagegaan vinden de overige bewoners dat prima. Zij herkennen zich in het optreden van de actieve burgers. Deze studie relativeert democratische principes als ‘iedereen moet meedoen’ en ‘iedereen moet een gelijke stem hebben’. Het volstaat wanneer een relatief kleine groep van bewoners samen met professionals de problemen benoemt en aan de slag gaat. Bij het standaardverwijt dat slechts een klein groepje niet-representatieve burgers participeert, kan dan ook een vraagteken worden geplaatst.
