Dit boek biedt (toekomstige) leerkrachten uit het primair, secundair en tertiair onderwijs een antwoord op de vraag hoe je van een diverse klasgroep een krachtige leeromgeving maakt. Deze vraag is cruciaal omdat uit onderzoek naar effectiviteit van leraren blijkt dat zowel didactische als organisatorische factoren de kwaliteit van leren en onderwijzen bepalen. Didactische factoren betreffen de doelen die de leraar nastreeft, de gekozen leerstof, de didactische werkvormen, de gebruikte leermiddelen en de wijze van evalueren. De organisatorische factoren verwijzen naar het klasmanagement, het creëren van de noodzakelijke voorwaarden voor individuen en groepen om de beoogde leeruitkomsten mogelijk te maken. De wijze waarop een klas of leergroep wordt georganiseerd, bepaalt immers onrechtstreeks de leeruitkomsten. Klasmanagement heeft het grootste effect op de prestaties van leerlingen. Klasorganisatie is een complex gebeuren. Daarom moet elke leraar een grondig inzicht verwerven in de klas of groep als omgeving, met daaraan gekoppeld de vaardigheid om die te beïnvloeden in de richting van de gestelde doelen.

Ontwikkelingsgericht passend onderwijs baseert zich op de ontwikkeling van leerlingen met hun grote onderlinge verschillen op biologisch, neurologisch, sociaal en psychologisch vlak. Dit onderwijs is meer dan alleen zorgen voor de juiste plaatsing van de leerling met een beperking. Het gaat ook om een verandering van aspecten zoals doelen, middelen, ruimtes en normering. Ontwikkelingsgericht passend onderwijs is ook het voorportaal van inclusief onderwijs en ingebed in het streven naar een inclusieve samenleving waar iedereen erbij hoort. Dit essay wil een aanzet geven tot een duurzaam ontwikkelingsgericht onderwijssysteem met belangrijke voorstellen voor wijziging, zoals het vervangen van de Centrale Examens door maatwerkdiploma’s gebaseerd op certificaten op niveau met zorg voor de civiele effecten. Daarnaast moeten het zittenblijven, afstromen en voorwaardelijk overgaan bij wet verboden worden. Elke leerling is welkom en verdient een doorgaande ontwikkeling.
