There is strong evidence showing the urgent need for scaling-up climate finance to mitigate greenhouse gases in line with the 2°C target, and to support adaptation to safeguard the international community from the consequences of a changing climate. While public actors have a responsibility to deploy climate finance, it is clear that the contribution from the private sector needs to be significant. Consequently, a strong public commitment is needed to engage with the private sector and ensure climate finance is leveraged and deployed effectively. In this context, Public Private Partnerships (PPPs) are a promising avenue to contribute to climate finance delivery. PPPs provide frameworks to ensure public leadership and accountability in tackling climate change, while enabling the ownership of certain components of climate finance to be transferred to private hands.

When natural or man-made systems meet soft or hard adaptation limits, it can lead to loss and damage (L&D). L&D is unequally distributed, affecting the most vulnerable and least developed countries the worst. The Nordic Council of Ministers’ Working Group for Climate and Air (NKL) has commissioned a project in which the main objective is to map, identify and further develop potential solutions and sources for financial support to developing countries that are particularly vulnerable to climate change induced L&D. This study is a key outcome from this project. In short, this study’s focus is on how to enhance and improve existing solutions and sources and innovate and create new sources of finance that can be used for financing L&D actions.

This book examines the transformative power and the limitations of one of Europe’s most significant university reforms from an ethnographic and historical perspective. It incorporates voices positioned across university and policy-making hierarchies in its analysis of how Danish universities have been transformed. To do this, the book continually juxtaposes two meanings of ‘enactment’: a top-down view based on laws and institutional power, and a bottom-up view of multiple actors shaping their institution in day-to-day life and in actively contested changes.
