Objetivo/contexto: el artículo propone analizar la difícil y paradojal traducción normativo-administrativa del paradigma de derechos humanos en la política migratoria argentina actual. El estudio de este caso reviste especial interés, por un lado, porque la Argentina ha sido y es el principal país receptor de migraciones del Mercosur en las últimas décadas y, por otro lado, porque su modelo de gestión migratoria, inaugurado en 2004 con la sanción de la Ley de Migraciones 25871, que se encuentra basado en el enfoque de derechos humanos, convive con una marcada tendencia a la securitización y al control. Metodología: la investigación que sustenta este artículo es cualitativa: las principales ideas y conclusiones han sido extraídas del estudio de leyes, decretos, reglamentos, informes y resoluciones emitidos por distintas agencias públicas nacionales e internacionales, así como del cotejo y contraste con bibliografía secundaria. Conclusiones: el avance del enfoque securitario de la migración, más centrado en el control que en la regulación, aunado a la falta de adecuación normativa y administrativa de las distintas agencias estatales en la garantía de ciertos derechos reconocidos como universales, explican la poca efectividad del paradigma de derechos humanos en áreas clave como la política de regularización documentaria y el acceso a derechos universales. Originalidad: el artículo busca complejizar el análisis de la política migratoria argentina poniendo el foco en los distintos planos supra, intra y contraestatales implicados en su implementación efectiva.

The conference, “Measuring Migration: How? When? Why?”, was an interdisciplinary and international venue for academics, practitioners, and students to explore the idea of “measuring” migration” using a variety of methods from interdisciplinary perspectives. Participants explored the ethics and implications of what it means to track migratory flows and discussed when this might be appropriate and why these data are helpful/harmful. This conference was hosted in hybrid format online and in-person at the University of Oxford on June 9-10, 2022 (Oxford, England, UK) and was sponsored by MigrationOxford (previously known as the Migration and Mobility Network) and Nuffield College. There were over 300 participants registered from around the world, spanning six continents and dozens of institutions. There were over 30 paper presentations on 10 panels and four keynote addresses/panels that took place over the two days. The proceedings included in this volume cover the majority of the papers presented. We would like to thank our colleagues who served on the program and steering committees, as well as those who helped us on the ground as local coordinators. We are particularly grateful for our funders at Nuffield College and MigrationOxford for their faith in the success of this event. There are approximately 150 million people of African descent in Latin America yet Afro-descendants have been consistently marginalized as undesirable elements of the society.
