The number of studies discussing the labour relationship under industrial capitalism is overwhelming, but the literature on labour and its concrete, day-today shop-floor practices is much less abundant. How and by whom workers were supervised is one of the neglected aspects in the history of labour relations. After an insightful introductory chapter discussing the different forms of supervision in the United States, Britain, France and Germany before the First World War, the case studies in this volume focus on foremen: vital, but largely unstudied figures in the history of factory life, labour relations and management. Illustrating the multiple faces of the foreman, the contributors examine the artisanal sector, textiles, mining, printing, engineering, heavy manufacturing and car industries in Western Europe and show that the foreman was a multifaceted character who possessed technical expertise in addition to educational and organizational qualities. This comprehensive volume is further enhanced by comparisons with practices of supervision in Russia, Japan, China and India.

The Polish crisis in the early 1980s provoked a great deal of reaction in the West. Not only governments, but social movements were also touched by the establishment of the Independent Trade Union Solidarnosc in the summer of 1980, the proclamation of martial law in December 1981, and Solidarnosc's underground activity in the subsequent years. In many countries, campaigns were set up in order to spread information, raise funds, and provide the Polish opposition with humanitarian relief and technical assistance. Labor movements especially stepped into the limelight. A number of Western European unions were concerned about the new international tension following the Soviet invasion of Afghanistan and the new hard-line policy of the US and saw Solidarnosc as a political instrument of clerical and neo-conservative cold warriors. This book analyzes reaction to Solidarnosc in nine Western European countries and within the international trade union confederations. It argues that Western solidarity with Solidarnosc was highly determined by its instrumental value within the national context. Trade unions openly sided with Solidarnosc when they had an interest in doing so, namely when Solidarnosc could strengthen their own program or position. But this book also reveals that reaction in allegedly reluctant countries was massive, albeit discreet, pragmatic, and humanitarian, rather than vocal, emotional, and political.

Belgium has a unique place in the history of migration in that it was the first among industrialized nations in Continental Europe to develop into an immigrant society. In the nineteenth century Italians, Jews, Poles, Czechs, and North Africans settled in Belgium to work in industry and commerce. They were followed by Russians in the 1920s and Germans in the 1930s who were seeking a safe haven from persecution by totalitarian regimes. In the nineteenth century immigrants were to a larger extent integrated into Belgian society: they were denied political rights but participated on equal terms with Belgians in social life. This changed radically in the twentieth century; by 1940 the rights of aliens were severely curtailed, while those of Belgian citizens, in particular in the social domain, were extended. While the state evolved into a "welfare state" for its citizens it became more of a police state for immigrants. The state only tolerated immigrants who were prepared to carry out those jobs that were shunned by the Belgians. Under the pressure of public opinion, an exception was made in the cases of thousands of Jewish refugees that had fled from Nazi Germany. However, other immigrants were subjected to harsh regulations and in fact became the outcasts of twentieth-century Belgian liberal society. This remarkable study examines in depth and over a long time span how (anti-) alien policies were transformed, resulting in an illiberal exclusion of foreigners at the same time as democratization and the welfare state expanded. In this respect Belgium is certainly not unique but offers an interesting case study of developments that are characteristic for Europe as a whole.

At the present day, when there is renewed interest in the concept of human rights and in the application of this concept to the problems of government,! it may be instructive to review an eighteenth-century dispute which was concerned precisely with these themes. Nor should the investigation be any less interesting because the disputants were Edmund Burke and Thomas Paine: both these men have also been the object of renewed attention and study in recent years. Critical work on the biography and bibliography of Paine is being done by Professor Aldridge and Col. Richard Gimbel respectively;2 while Burke is being well looked after, not only by the able team of experts who, under the leadership of Professor Copeland, are engaged in producing the critical edition of his Correspondence, but also by such individual scholars as D. C. Bryant, C. B. Cone, T. H. D. Mahoney, 3 P. J. Stanlis, C. Parkin, F. Canavan, and A. Cobban. But though Burke and Paine are being studied separately, little work appears to have been done on the relationship between them, apart from an 4 essay by Professor Copeland published more than twelve years ago. This volume shows the relevance of the concepts of ‘place’ and ‘belonging’ for understanding the dynamics of identification through language. It also opens up a new terrain for sociolinguistic and linguistic anthropological study, namely the margins. Rural, as well as urbanized areas that are seen as marginal or peripheral to places that are overtly recognized as mixed and hybridized have received relatively little sociolinguistic attention. Yet, people living in these supposedly less ‘spectacular’ margins are not immune to the effects of globalization and rapid technological change. They too constantly form new ensembles from linguistic and cultural resources which they invest with novel, instable, often ambiguous meanings. This volume focusses on the purportedly unspectacular in order to achieve a full understanding of the relation between language, place and belonging. The contributors to this volume, therefore, focus on language practices analyzing them as dialectically related to political-economic processes and language ideologies.
